As discussions continue on maritime safety in the Black Sea, NIBULON urges the international community to make the reopening of the ports of Mykolaiv and Kherson a key element of any agreement — but with no compromise on Ukraine’s sovereignty or freedom of navigation.
We stress: There must be no acceptance of Russian control, so-called “grain monitoring,” or any foreign interference in Ukraine’s sovereign trade routes.

Before the full-scale invasion, the ports of Mykolaiv and Kherson played a vital role in global food supply chains. Their blockade:
- Paralyzed maritime trade in Southern Ukraine
- Stranded over 100 vessels, including international ships
- Halted the region’s recovery
- Exacerbated global food insecurity.
Reopening the ports means:
- Restoring vital trade without yielding to pressure from the aggressor
- Boosting Ukraine’s economy and sovereignty
- Ensuring truly free navigation — not dictated by Russia
- Strengthening global food security.
We appeal to our partners and allies:
Port reopening must occur in line with international law, ensuring free trade, full respect for Ukraine’s territorial integrity, and with no control by the aggressor state.
Ukrainian ports must operate not under foreign conditions, but for Ukraine’s future and the world’s stability.
