Constructive dialogue between the representatives of authority and private enterprises is pledge of successful functioning of the country in whole. This is very important for the both parties to understand that and to aim to cooperate. And “quality” of partnership is determined as the problems are being solved.              In 2007 at the sizeable part of country’s territory there were very adverse weather conditions for the development and the growth of crops. Since the second ten days of May at the most regions dry and anomalously hot weather, as for the pointed period of year, was prevailed. The result of high temperature at the prolonged low relative humidity of air and hot wind was a drought at the central and south regions that made worse the conditions for forming of early grain-crop and vegetation of late crop. Lack of moisture has greatly reduced the harvest.             The problem of food safety became very important for Ukraine. There was the decree of the Ministry of Ukraine №794 from June 4, 2007 “About   immediate measures to reduce negative influence of drought and to ensure the forming of resources of grain-crop of 2007 year” which entrusted Agrarian Fund to form the government food reserve in the capacity 710 thousand ton of grain-crop of 2007 year. The reserve should be formed making the government forward grain purchase at the formal agrarian market and buying through the Agrarian exchange which is not bound   with government price control.             “NIBULON Ltd” always follows the rule to carry out “the first commandment” to realize grain to the state. Thus meeting the wishes of Nikolaev, Poltava, Kharkov and Luhansk Regional Administrations and Agrarian Fund of Ukraine the company realized 8573,731 ton of bread wheat of the third and fourth sort to the agrarian funds of these regions. At present the Agrarian Fund is negotiating about additional selling of grain to fulfill the agrarian fund of Ukraine.             Besides “NIBULON Ltd” concluded a treaty about reserving of 20958 ton of bread wheat of 2007 year at “NIBULON Ltd”’s elevators with Nikolaev City Administration.  The pointed grain will be sold at market prices to the bakeries of the city and the region. The same contract about forming of regional resources of bread-grain in the capacity of 600 ton was concluded with Vradievskaya District State Administration.
