Quoting Does not Work

Let’s start by remembering at what time and for what quotas appeared. Actually, it was the USPA response to the queue of 140 vessels,that formed in the grain corridor. “First in the JCC inspection – first one goes” should work effectively under the conditions of proper operation of the inspection itself. However, such good fortune did not happen to us.Instead, we got a chain of vessels, which is not much different from a line of people, for example, to the subway at a rush hour: the same fatigue, sometimes boredom and attack of emotional and psychological tension due to the fact that everyone is trying to get through as quickly as possible.At this moment, namely in December 2022, USPA initiated meetings with the port operators included in the grain agreement – Yuzhnyi, Odesa, Chornomorsk – with the aim of finding a mechanism that would allow forming a queue based on the principles of fair and equal distribution of access to terminals. The idea is quite simple – to agree on a queue among themselves in order to reduce its volume. Its opponents often say that larger terminals receive a large quota because of a bigger lobby, not capacities. However, this is nonsense, it is clear that there are terminals that are able to process one vessel in a week, and there are those that do the same in two days. This is simple arithmetic, and it must be taken into account during the planning, so the formation of the queue was based on the capacity of the terminals.Therefore, the meeting with the participation of USPA and port operators was held once a week. The order of vessels call to one or another berth was formed. A single document was signed, which indicated the order of vessels call to such and such port, and then this document was transferred to the central office of USPA, and from there to the JCC on the Bosphorus.It is clear that the aggressor country blocked and disrupted this process, the queue actually constantly shifted in time, so the plan, which was approved for implementation in 2 weeks, was implemented in 3, and sometimes in 4 ones.Over several months, we observed the system's operation according to this concept. We concluded that while some terminals were able to more effectively form a queue for themselves, reducing the number of vessels at their address, others opened a line-up and formed a live queue, which sometimes reached 10-12 vessels.I am sure that the mechanism would be more effective if we, as an exporter, guaranteed the delivery of the vessel in a clear period, and the terminal reserved a “window” for us. This would make it possible to reduce the detention time of vessels, but would require more precise planning from all parties.Recently, we have been hearing talk of the closure of the grain corridor from May 18. We see that the carrying capacity of the commission is decreasing. In fact, there was a two-fold decrease in the number of vessels that passed through it. If in February-March there were about 90 vessels, then in April – only 47 ones. The Russian side is blocking all attempts to improve the process. We hope that the operation of the corridor will still be continued, and the gained experience will affect the efficiency of the terminals in the future.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
