Investments in Developing Matviivka Microdistrict: Myth & Reality

Although Oleksiy Vadaturskyy, specialists from NIBULON and the city council answered all the questions, the social networks became a battle field between skeptics and supporters.
On Facebook pages the construction topic itself took a back seat. Most people prefer quarrelling and throwing mud at each other, rather than sorting out the situation. Some people try to be “experts” on behalf of our company; the supporters are being banned and persecuted in these groups who consider their opinion “unpopular and uninteresting”. Having faced the situation during the public hearing, when the minority (people who are against of the construction) shouted and put pressure on the supporters (the majority) who kept silent without defending their point of view, I wonder whether it is the silent majority or the aggressive minority that forms the public opinion.
Are our people ready to move forward, defend their point of view, and to be responsible for their future as well as the future of their country?
Is it possible to develop the country’s economy without having respect and coordination between society and companies that work transparently, pay taxes, and create working places? Is it possible to invest in this country?
In order to ease the tension in these fierce discussions, stop the bullying of NIBULON’s supporters in the social networks, and to prevent spreading the distorted information by the so-called “experts”, NIBULON’s General Director, Hero of Ukraine Oleksiy Vadaturskyy, answered the questions discussed on Facebook.

 Oleksiy Vadaturskyy, you did not set the time and date of the public hearing in Matviivka. The meeting lasted from 4.00 pm till 7.00 pm. Everyone had an opportunity to attend and participate.  The information about the public hearing was published on NIBULON’s official website, in the Ridne Prybuzhzhia and Vecherniy Nikolaev newspapers as well as on the notice board of Matviivka house of culture. It was really a long and difficult discussion. You, representatives from NIBULON and the city council answered all the questions. Why have so many questions arisen on Facebook?  
Our people have an interesting public position. Everybody silently approves and accepts things being made secretly without informing the society. NIBULON, one of few companies, stated about its intentions and held a public hearing on the amendments to Mykolaiv general plan, thereby causing untypical activity in the social networks. The company has faced accusations of almost everything. Those who spread these accusations rely on people’s lack of discernment. Now, NIBULON is blamed for damaging roads in Slobidska 3 Street and in Vitove district (where other companies operate), polluting beaches and water in Koblevo village neighboring the high-capacity port cities downstream, bronchitis, allergies, oncology diseases, and a ruined silicate plant. NIBULON is alleged to pay taxes in the Western Ukraine, somewhere in Rivne region. An influential person from Kyiv allegedly promotes our business. People who support NIBULON are persecuted and accused of corruption. We have never bribed anybody. Don’t even think about it. You can’t judge others by yourself.
Constructing the transshipment terminal in Matviivka will reduce traffic load on highways. It is just my vision how to solve the problem. It is up to you to decide. The company has other projects to invest in.  For example, Guriivka villagers asked NIBULON to construct its facility there. Moreover, having faced this misunderstanding, I realize that it is easier to build an access road in Alexandria (Egypt) where NIBULON is welcomed to implement its investment program. It is difficult to understand Ukrainians who want live in the country with a developed economy and improved living standards but don’t support the construction of new facilities and creation of working places. We are strange people…
Mykolaiv urgently needs to reduce the flow and transit of trucks. Today, NIBULON is the only company which can reduce traffic load on the city roads. The company has been dredging the Southern Buh River without any state assistance, constructing modern high-tech transshipment terminals in Nova Odesa and Voznesensk and a specialized fleet to reduce traffic load on highways in the region. NIBULON has already transported more than 1.2 million tons of products on the Southern Buh, thereby removing more than 50 thousand trucks from the highways leading to Mykolaiv. Why are the social networks and some mass-media still accusing NIBULON of truck queues and damaged roads?
Yes, NIBULON is the only Mykolaiv company that publicly discusses this problem and proposes a solution. Please do not confuse NIBULON with other fifteen companies being engaged in grain exports in Mykolaiv, which are responsible for the truck queues and damaged roads in different parts of Mykolaiv.  We made a lot to avoid truck queues at the transshipment terminal in Mykolaiv. NIBULON delivers grain to Mykolaiv by water transport. In addition, the company maintains roads from the Pushkinska Circle (a circular transport junction) to the terminal, except in the area where the sewerage system is constantly being repaired. Does anybody think that the company must repair this area no matter what? I am sure the company does not have to do it. In addition, the company pays all the taxes and dues (UAH 860 million in 2018), including excises taxes of more than UAH 92 million which is paid for transportation by river waterways as well. Consequently, these reproaches aim at persecuting our company, which always operates honestly and openly. Probably, somebody likes this.
NIBULON has been regularly assisting Mykolaiv comprehensive secondary school No.24 for 13 years. It provides the school with computer and multimedia equipment, teaching aids, furniture for classrooms. NIBULON repaired the school. The company allocates much money and time. Various educational institutions ask NIBULON for assistance. Why did NIBULON choose Matviivka school?
When Tamara Zherebtsova, a principal of Mykolaiv comprehensive secondary school No.24 (a former teacher of Mykolaiv comprehensive secondary school No.57) asked NIBULON in 2006 to assist Matviivka school, I realized that it was a good opportunity to help an ordinary school which had poor material and technical facilities. Since then, we have had tens of meetings; I personally came to school to congratulate the best pupils and teachers. We have been assisting this school for 13 years. Those children who were the first formers, when NIBULON purchased the first multimedia board and computers, finished school long ago and studied at higher educational institutions. They did not have to change school to get better education, as they were well prepared and obtained deeper knowledge for further education.
You are aware of the situation in Matviivka. Is it possible to say that the very Matviivka citizens inspired you to construct the facility?
Each time I visited Matviivka, people asked me one and the same question. Why did not NIBULON develop infrastructure and create working places in Matviivka microdistrict? I saw the local club, the hospital, damaged roads, and dumps instead of beautiful parks. I wondered why these people were so irresponsible and indifferent to the place where they lived.
On the other hand, I live in Mykolaiv as well. I always understand that Mykolaiv citizens are irritated by transit trucks. I had an idea to completely change this situation, i.e. to construct a ferry site in Matviivka area on the Southern Buh River in order to avoid truck movement over the Varvarivka and Ingul Bridges to Mykolaiv as well as to construct a facility instead of a dump in Matviivka. Consequently, the trucks won’t enter Mykolaiv. I announced this idea to the Mykolaiv mayor and the former head of the Regional State Administration. A week ago, we held the public hearing on the amendments to Mykolaiv general plan in order to construct the company’s new facility on these two land plots with difficult surfaces. Considerable investments are required to make this territory ready for the transshipment terminal buildings.
How will the terminal construction help to preserve roads in Matviivka?
This facility will enable the company to redirect cargo flows from roads to waterways, thereby minimizing the traffic load in our city and improving physical state of the roads. This will also improve the city’s air and health of the citizens not to the detriment of Matviivka. Matviivka will benefit from it. (i.e.:  the reduction of vehicle emissions – carbon oxides, nitrogen, sulfur and soot as well as non-methane organic carbons, methane, and benzoperene).
What about the Matviivka road? What will the company do to preserve it?
We have an opportunity to build a bypass without crossing the Matviivka main road. The company plans to construct an underpass. The video below will demonstrate a bypass constructed for the company’s facility in Ternivka village (Zaporizhzhia region). The villagers have never complained about trucks in their village. You won’t hear the truck noise; we know how to work in harmony with the local citizens.
According to some people, it is better to construct a bridge rather than a transshipment terminal.
The construction and operation of the bridge will cause noise and vibration. Ask people who live in Soniachyi microdistrict.
Consequently, Matviivka won’t suffer from traffic jams and damaged roads. What can you say about the environmental aspect during the facility’s construction?
NIBULON’s activities and investment projects are closely inspected for their impact on the environment and society interests. NIBULON’s large-scale investment project to revive navigation along the Dnipro and the Southern Bug was recognized as being environmentally reasonable by the respective international environmental audits. Thus, NIBULON’s transshipment terminals are constructed in compliance with the European standards and adhere to the environment preservation principles.
Many people worry that the offshore will be polluted by the facility…
The facility will have its own autonomous sewerage system with a full cleaning cycle. The cleaned water will be used for technical purposes: road cleaning, plant watering.
In addition, the transshipment terminal’s construction in Matviivka will increase water turnover and oxygen enrichment, minimize water blooming caused by the river weed and bulrush overgrowth, and the river silting by the products from the breakdown of organic substances caused by putrefactive microorganisms. 
Is it possible to construct the same facility at the same place, for example, in Europe?
At present, not only elevators but also farms containing grain, dust, fodder, and manure are permitted to be built within the administrative boundaries of a city. The European society is aware of production standards and respects a company that creates working places and pays taxes. The Ukrainians do not want to build facilities and create new workplaces. How are we going to develop our economy and create our future? No one knows…
NIBULON always undertakes social obligations and allocates considerable funds to develop the infrastructure on the territories where its branches operate. Do you plan to implement any projects in case of the terminal construction in Matviivka?
Yes, we plan to turn deserted places into a favourite leisure center for Matviivka citizens. NIBULON will create recreation places on the river banks. The company will equip it with a beach area and a children’s playground. We will improve and arrange green spaces on a large territory.
I was even asked to assist in carrying out archeological excavations in this district. Our company is ready to assist in it. If these areas are of historical value for Ukraine, it will be prohibited to construct any facility there. Consequently, NIBULON will refuse to build its facility there. NIBULON constantly allocates money to restore and repair monuments, museums, and churches at places where the company’s branches operate.
Does NIBULON always keep its promises?
It is a very interesting question. In Matviivka, someone told me not to make promises I couldn’t keep. It was fun. Please give an example of promises broken by NIBULON. The company made a natural grass football field with an irrigation system, provided an up-to-date computer classroom and sewage treatment facilities, created green areas for leisure activities, repaired roads and sidewalks, and illuminated streets in Bilenke village. NIBULON provided furniture and equipment to a kindergarten and a house of culture and repaired these facilities in Kozatske village. The company constructed a bicycle path in Voznesensk and saved so-iuy mullet in the Molochnyi Estuary. For many years, the company has been providing modern medical equipment to hospitals in Mykolaiv region as well as in other areas where NIBULON’s facilities operate. We presented Mykolaiv regional hospital with modern physiotherapeutic equipment, an endoscopic device, an ultrasound therapy device, and an ultrasound diagnostic system made in Japan. The hospital’s physiotherapeutic department received a modern electrotherapeutic device. Our company repaired an infant department at Mykolaiv city children’s hospital No.2 and purchased all the required medical equipment. We have also helped Mykolaiv emergency hospital, having purchased modern ultrasound diagnostic and treatment equipment, unique medical equipment to conduct spine and brain bloodless surgery without tissue damage. We do much to help Mykolaiv citizens and people from Mykolaiv region to undergo medical treatment without leaving Mykolaiv region. NIBULON repairs roads, illuminates streets, repairs hospitals, schools, kindergartens, etc. We are always ready to provide our help to those who support NIBULON. These examples prove it.
Most of the statements against the construction are distorted information and invented scare stories. The company has already answered all these questions in its statement of intent and during the public hearing. Why do these negative views appear?
Having held the public hearing, I realized that corrupt people act against our company. They did not sort out the situation and tried to gain popularity by using NIBULON.  After the meeting, people who kept silent and waited until the end asked me to assist in repairing a school and kindergarten. What about those skeptics who are against of NIBULON’s activity? Probably, they don’t need their schools and kindergartens to be repaired. 200 workplaces, constant taxes and dues to the local budget mean nothing for them. They are not interested in reviving passenger and river connections, constructing a bicycle track as well as developing reliable partnership relations with a responsible investor.
As NIBULON’s General Director, I try to do everything to the highest standard, using up-to-date technologies. I don’t want to hear offensive words. We don’t deserve it.
I am ready for a constructive dialogue. I can meet with people and explain my position, whether it will be in the house of culture or at the stadium. I don’t want to be unreasonably blamed.
We all talk about the investment importance, but it turns out to be different in reality. What is the local authorities’ role in the implementation of these projects? Can our officials cope with it?
When the local authorities support an investment project, the officials should also communicate with people, inform them about the project approval, and create all the required conditions for an investor. What do we have in reality? An investor arranges everything without any assistance from the local authorities.  Probably, the authorities will support an investor later. I am aware of this, because our company has 27 branches within Ukraine. We managed to implement our projects, because the local and regional authorities actively helped and supported the company. They realized the importance of additional receipts to develop the region’s economy, to reduce traffic load on highways, to preserve the roads and environment. In Zaporizhzhia region the company constructed three different facilities. We did the same in Cherkasy, Kremenchuk, Kherson, Kyiv, and other cities of Ukraine. People from these regions thank NIBULON. I am sure that Mykolaiv citizens will thank the company as well. I am honest with them.
Probably, those people who keep silent today will realize their mistake and ask themselves, “Why did not we support NIBULON? Why did not we defend our point of view to develop our microdistrict?” We had such cases. It is very sad to realize that people have missed their opportunities.
It is up to Matviivka citizens to decide.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
