As part of the event, the participants visited leading companies in the port logistics sector and discussed urgent issues in the agricultural infrastructure, in particular grain batch formation at port elevators, peculiarities of using the veterinary certificate, amendments to the Law of Ukraine “On Veterinary Medicine”, and a phyto-quarantine laboratory design in Odesa port.
The Deputy Minister of Agrarian Policy and Food of Ukraine Olena Kovaleva noted that the main task now is to solve topical issues of grain and oilseeds exporters and also to find out how the Ministry can assist in promoting Ukrainian products on foreign markets in order to ensure export potential and currency earnings. These very issues gathered business representatives, representatives of public organizations, local and central authorities, in particular the Ministry of Infrastructure and the Ministry of Agrarian Policy and Food of Ukraine.
The Deputy Minister of Infrastructure Yuriy Vaskov thanked Oleksiy Vadaturskyy and NIBULON’s team for familiarizing the guests with the company’s infrastructure. He also mentioned that in 2015 the Cabinet of Ministers had supported a number of legislative initiatives aimed at optimizing and facilitating transportation logistics on inland waterways, by sea as well as making transportation of agricultural cargoes more effective. Yuriy Vaskov stressed the Cabinet of Ministers was ready to speed decision-making to facilitate, optimize and meet the European standards.
In his turn, Oleksiy Vadaturskyy thanked the Ministry of Infrastructure and the Ministry of Agrarian Policy and Food of Ukraine for making steps to facilitate grain transportation system as a whole and across Ukraine and to increase its export capabilities, “It is a great achievement; we have never had such cooperation before”.
During the discussion, Oleksiy Vadaturskyy shared his own experience of successful work in the port logistics sector, “We have created our own scheme at the facility, the so-called “grain bank”. Having 1,400 grain storages, I know exactly the quality of grain stored at each grain storage. Thus, when NIBULON ships grain batch for export, it is possible to form export batches, meeting the requirements of a certain contract”.
Oleksiy Vadaturskyy demonstrated and explained advantages of “single office” at the transshipment terminal, “NIBULON never delays document execution; the documents are executed round-the-clock. Upon completion of loading, the vessel leaves the terminal within two hours”.
According to Olena Kovaleva, the Ministry continues deregulating economic activities. This will enable to facilitate and speed up grain product exports.
