We will elect the local government. I was a deputy of the first and second convocations in the Regional Council and member of the executive committee in Mykolayiv Сity Сouncil. I am aware of the deputies’ responsibilities. I am experienced in communicating with high-ranking officials in our country as well as with the Ukrainian President Petro Poroshenko. The President wants radical changes in the country. European and American countries are ready to assist us. They are actively helping us. Both the world and we want Ukraine to become strong and independent country that can ensure deserved living standards like in the developed European countries. The local authorities, unlike the Ukrainian President, are not ready to change the country.
One and the same people were elected to the local government. Party flags and slogans have changed, and only persons remained the same. One and the same people who want to enrich themselves at our expense want to win the elections.  I do not believe that these people have changed after the Revolution of Dignity, reconsidered their views and are ready to work for the benefit of communities. They say how they care about state interests, people, city, region, country; but these are only words. Using hypocrisy and cynical lie, these people want to come into power in order to protect their own interests or interests of their business groups in future.
Why? Why do these people want to be deputies? Deputies have access to material resources and budget funds of every level of councils. They say, “The most profitable business is to be as close as possible to the budget of any level of government”.
These people discredited themselves; they proved their inability to work for the benefit of society. Observing the members of “Opposition Bloc”, “Vidrodzhennya”, (Revival), “Nash Krai” (Our Land), it is possible to predict that nothing will be changed on their coming into power. We all know that shipbuilding, engineering industry, agrarian sector will not be developed.
I support the President’s position. I know it is difficult for him to rule the country. He is facing challenges of those who want to come into power again in order to rob, steal, and humiliate people.
Today the President has to make certain compromise decisions in order not to lose independence of the country. He has to compromise with the Parliament in order to keep coalition so that the Verkhovna Rada may work and take the required laws. Sometimes candidates for promotion, instead of highly-qualified specialists, are appointed to positions. Unfortunately, this is used at local levels.
When I am told that nothing can be changed, I do not believe and I have reasons for this. When NIBULON refused to work illegally, we were also told there was no other way. Under no circumstance, despite frantic pressure, we worked honestly, transparently and legally. We have never used budget funds; we did not obtain subsidies and benefits. We have become one of the most successful companies not only in Ukraine but also in Europe. Today we are the best one in the agrarian sector, shipbuilding, marine and economic complex, logistics, construction, investment involvement and relations with villagers. We know what to do and how to work. Thus, our company has made a complicated and responsible decision- to delegate NIBULON’s best specialists to the local government so that they may share their experience and knowledge to improve the local management system.
These people are our best employees. They are experienced and highly-qualified persons who are able to hold any leading positions.
I am sure they are the best variant to reload local government, and they will do everything possible so that the state and local authorities may start working for the benefit of people in order to increase welfare of our citizens.
The only way to improve living standards is to create workplaces. We need the economy to start working; the state needs access to the world credit resources. When people have work, their living standards will be improved; people will not be afraid of tariffs; pensions will be increased. For example, NIBULON allocated UAH 144 million to the Pension Fund. Thus, our team consisting of 5 thousand employees pays the monthly rate pension to 96 pensioners in the region. Last year NIBULON paid UAH 340 million to the budgets of different levels of government. The government should create attractive conditions in order to increase the number of such companies like NIBULON.
Our specialists are ready for complicated situations. They are aware of problems in the marine and economic sector that is still enriching clans from other regions.
Andriy Vasylyev, NIBULON’s deputy general director on economic and legal issues, is a candidate for deputy to Mykolayiv Regional Council and represents the party “Bloc of Petro Poroshenko “Solidarity”. He is one of the best legal experts in our country, took part in the most difficult legal cases, in particular an appeal against illegal robbery and scandalous privatization of Chernomorskyy Shipyard. I ask myself why Sergiy Isakov, the former first deputy ex governor Sadykov, wants to be the deputy in the City Council. Does he want to protect interests of Novinskyy and Sadykov? Taking into consideration the condition of Lyman shipyard, when NIBULON bought it, I have understood that such “managers” in power will do no good to the shipbuilding sector in Mykolayiv region.

I and Andriy Vasylyev spoke with officials from the Ministry of Infrastructure and understood that marine and economic sector in Mykolayiv region is privatized in fact. Everyone gains profit from our ports except Mykolayiv and Mykolayiv region. Nobody cares about making our marine and economic sector competitive in order to enrich Mykolayiv budget and not Odesa business groups. I am sure that Andriy Vasylyev will do everything possible in the Regional Council in order to eliminate this injustice towards Mykolayiv citizens and region.
Nadiya Bodnar, head of NIBULON’s lease relations department, is also a candidate for deputy to Mykolayiv Regional Council and represents the party “Bloc of Petro Poroshenko “Solidarity”. She works with 25 thousand landlords being partners of our company. Nadiya Bodnar understands lease issues in the village better than anyone else. She is aware of threats from the shadow turnover of land and grain. She is competent in the issues connected with village. She does not need to protect personal or corporate interests. She stands for the developed agrarian sector. 
Kostyantyn Khmelnytskyy, NIBULON’s deputy general director of agricultural production, and Oleksandr Tereshenko, NIBULON’s regional director of agricultural production, are also candidates for deputies to the Regional Council, and they are members of the party “Bloc of Petro Poroshenko “Solidarity”. They have been working at NIBULON for 20 years. They worked in twelve regions of our country; these people know how to achieve efficiency of agrarian companies in a legal way. These employees cooperate with international companies and master up-to-date technologies. NIBULON works without dealers and shadow schemes. We know how to work efficiently in order to obtain profit from agriculture every year. Today most agrarians say that this sector is unprofitable. I call on everybody not to believe such people, such politicians and such dealers. At present it is a shame to work in the agrarian sector with losses and without profit. Our specialists are able to make Mykolayiv region the best agrarian region in Ukraine. We have capabilities for this.
Oleksandr Grygorenko, NIBULON’s deputy general director of trade and logistics, was proposed by the party “Bloc of Petro Poroshenko “Solidarity” as a candidate for deputy to Mykolayiv City Council. He has perfectly studied all the issues connected with cargo transportation by road, railway and water transport. He knows how to improve the city’s infrastructure and to implement the world’s experience in order to make cargo and passenger transportation comfortable and efficient. The cargo and passenger transportation must bring benefit to the citizens as well as the city budget. 
Dmytro Gorbenko, director at NIBULON shipbuilding and repair yard, is a candidate for deputy to Mykolayiv City Council and represents the party “Bloc of Petro Poroshenko “Solidarity”. NIBULON’s shipyard is practically the only one in Mykolayiv city that efficiently builds vessels. Former shipbuilding leaders stand idle, and their owners propose candidates from “Opposition Bloc”. At the same time employees from Mykolayiv shipyards send applications to NIBULON. We have created 500 workplaces at the shipyard, and 9 thousand shipbuilding specialists are standing in queue.
We are not complaining that the country does not care about shipbuilding. We bought the neglected shipyard and made the modern facility with workload for several years. This year we have launched three tugs, a non-self-propelled vessel, and four vessels will be constructed till the end of the year. Our fleet starts transporting grain cargoes along the Southern Bug – from Nova Odesa to Mykolayiv.
Finally, the real shipbuilder will be deputized to Mykolayiv City Council. Unfortunately, our shipbuilding yards were destroyed by oligarchs representing “Opposition Bloc” and criticizing our authorities for not creating special conditions for shipbuilding. I would like to remind that our shipyards stopped working because of former authorities. Today they want to come into power in order to destroy shipbuilding companies completely. Every intelligent Mykolayiv citizen must say no to Mykolayiv shipbuilding destroyers.
Andriy Volik, NIBULON’s deputy general director of fleet construction, fleet operation and navigation safety, is a candidate for deputy to Mykolayiv Regional Council and is a member of the party “Bloc of Petro Poroshenko “Solidarity”. And Yevgen Ignatenko, director of NIBULON’s shipping company, is a candidate for deputy to Ochakiv District Council.
The scope of activity for these specialists is NIBULON’s fleet (about 50 vessels). Today it is the largest fleet in Ukraine, constructed not due to the support but despite obstacles caused by the former authorities. We are developing cargo transportation along the Dnipro, initiating dredging, but, unfortunately, the state officials are not interested in it. In the near future we will start our project to dredge the Southern Bug that has critically become shallow for the past 20 years. Its depth reduced from 2.9 m to 1.6 m. This will cause the river shallow, and ducks will walk there.  We must avoid this situation.
NIBULON plans to build a modern elevator in Voznesensk and to transport up to 1 million tons of grain by waterway. This will reduce road traffic in the city as well as the region.
Several terminals are being constructed in our ports; thus, this will increase traffic flow several times as many. Thus, we try to reduce traffic load on highways as quickly as possible.
Our candidates are sure that cargo carriage by water is perspective for the Ukrainian transport sector as well as the shipbuilding sector. NIBULON shipyard and other shipyards will have workload; people will get a job in Mykolayiv city. They are ready to uphold interests of citizens and to promote the development of cargo transportation by rivers.
Sergiy Besedin, NIBULON’s deputy general director of construction, is a candidate for deputy to Mykolayiv Regional Council. He is a member of the party “Bloc of Petro Poroshenko “Solidarity”. He constructed almost all our elevators. NIBULON implements new investment projects every year. NIBULON employs about 1,500 thousand builders during elevator construction (6 months). Our specialists are the best one in Ukraine; they build qualitatively and quickly, using up-to-date technologies. And Sergiy Besedin is a laureate of the State Prize in Architecture and Construction. I am sure that his knowledge and experience will help Mykolayiv Regional Council to work more efficiently.
Tetyana Dmytrieva, NIBULON’s legal expert, is a candidate for deputy to Mykolayiv City Council; she represents the party “Bloc of Petro Poroshenko “Solidarity”. She perfectly knows the city council and the city executive committee from the inside, as she used to work there. She is a perfect legal expert and knows how to resist schemes of municipal land squandering.  She is experienced in communicating with mayors in many cities and heads of settlements. She is engaged in allotting land as part of NIBULON’s investment projects. She realizes negative consequences from greedy and insatiable people who come into power in order to enrich themselves. She is ready to struggle, protect community’s interests and to resist those negative events in the City Council. She is an honest person.
In addition to the above-mentioned employees, NIBULON’s team and landlords, whose land is leased by the company, was also delegated to the local public authorities. In particular, Volodymyr Berdyk, director of “Snigurivs’ka” branch, is a candidate for deputy to Afanasiyivka Village Council of Snigurivka district and represents the party “Bloc of Petro Poroshenko “Solidarity”. His deputy Oleksandr Basanchuk is a candidate for deputy to Chervonodolynsk Village Council of Snigurivka district. He is a member of the party “Bloc of Petro Poroshenko “Solidarity”. Dmytro Sheiko, director of “Lidiyivs’ke” branch, is a candidate for deputy to Domanivka District Council, Barytska Galyna, chief accountant at “Lidiyivs’ke” branch, is a candidate for deputy to Domanivka District Council (“Block of Petro Poroshenko “Solidarity”). Klymenko Vyacheslav, director at “Novoodes’ka” branch, is a candidate for deputy to Nova Odesa District Council, Orynyk Valeriy, chief engineer at “Novoodes’ka” branch, is a candidate for deputy to Nova Odesa City Council. Mykola Roseev, director at “Bashtans’ka” branch, is a candidate for deputy to Bashtanka District Council. Sergiy Khodzynskyy, director at “Vradiyivskyy” agricultural complex, is a candidate for deputy to Vradiyivka District and Village Council, Dmytro Pasechnyuk, director at “Vradiyivka” branch, is a candidate for deputy to Vradiyivka Village Council and Roman Strogan, chief economist at “Vradiyivs’kyy” agricultural complex, is a candidate for deputy to Vradiyivka District Council.
We are delegating our best people to the local authority. They are highly-qualified specialists. In addition, they are honest people. They are free and independent; they have their own point of view and are ready to protect it at every level. They are able to work and want to change people’s lives in Mykolayiv and its region as quickly as possible. They can prove, like NIBULON has already proved, that it is possible to revive Ukraine’s economy, develop business and to create efficient modern companies at the local level.
In addition, I take the responsibility for these people and their actions in the local councils. Moreover, NIBULON is a public reception room, where you can always find your deputy. Both I and NIBULON’s candidates are ready to be responsible for the activities and decisions made. The collective responsibility is a principle of NIBULON and its team.
Certainly, I could act the same way like oligarchs do and finance someone secretly. It is no secret that NIBULON’s employees are candidates for deputies.
NIBULON’s team has made everything possible to maintain peace in our city and region. The company spent about UAH 20 million to increase defence capacity of our army, to equip our military men for protecting them from injuries and death. Mykolayiv citizens thank me for this.
We have been helping schools and hospitals, purchasing modern equipment and tools for many years. We will assist our city in future. But we cannot perform functions of the city authorities and we must not do it.
I know about corruption in the local government and I understand that this problem must be solved cardinally. The candidates from “Solidarity” who worked at NIBULON will not let officials and deputies steal. They will not let others piggyback on business, as business gives workplaces, wages and budget replenishment.
Petro Poroshenko’s party “Solidarity” in Mykolayiv region has united new people not aiming at enriching themselves. The authority is an instrument to change things for the better, bring closer European standards and to allow people to be free and rich in Ukraine.
It is necessary to eliminate people who have discredited themselves. Our common task is to stop them. They monopolized power, squandered industry, left hundreds of thousands of people unemployed, and now they want revanche. Don’t believe them no matter what they say.
Reading on billboards “We return peace”, “We revive economy”, I am sad because these words worth nothing. In due time NIBULON asked Igor Dyatlov, a member of “Opposition Bloc”, who headed Mykolayiv Regional Council, to allot land in Voznesensk for elevator construction. He answered, “I can solve any issue, but you know how such issues are solved”. The company did not construct its elevator there. There is no place for such politicians now.
The local government must make legal decisions aimed at developing regional economy. If the person is not ready, does not want to or cannot make such decisions, we will make him do it.
NIBULON is ready to share its best specialists to improve the local management system.  We understand all the difficulties we will face. But NIBULON consciously do it, because the local government must be renovated. We should make the right choice; otherwise, it will be too late.
