The department of marine safety and hydraulic facilities is an independent structural subdivision of NIBULON and is subordinate to NIBULON’s deputy general director of marine safety (according to the official principles on the company’s department).
The main task of the department to carry out actions as to ensuring of marine safety; trawling of water accesses and operational water areas of the company’s transshipment terminals; installation and removal of signs of navigation equipment on water accesses to the transshipment terminals; fulfillment of conditions given by Ukrmorrichinspection as to annual providing with necessary documents to put into operation the hydraulic facility during navigation period; compliance with the current legislation and navigation rules and also Ukraine’s international contracts concerning navigation.
“The given list of tasks will be incomplete, as the team of the department ensures control over fulfillment of other requirements, including consideration of projects and taking into service of hydraulic facilities; control over fulfillment of organization and technical actions to ensure marine safety at the transshipment terminals; ensuring of technical supervision over operation and conditions of the hydraulic facilities; development of hydraulic facility passport after berthing structure is put into operation; implementation of the annual diving and engineering inspection of the hydraulic facilities and many others. It is a great amount of work, and professional performance of work guarantees safe navigation of the company’s fleet”, stresses Andriy Volik, deputy general director of marine safety.
He adds at present the hydraulic engineering branch is not in demand at our domestic companies, sometimes there is staff shortage; thus, NIBULON stakes on youth and trains people itself.
According to the current Ukrainian legislation, the hydraulic facilities operation can be carried out only by a specialist, for example, a hydraulic engineer.
“A hydraulic engineer specializes in design and operation of the facilities to use water or to protect against water (for example, berths)”, tells Oleksiy Serbenyuk, a hydraulic engineer, “Peculiarity of my profession is that it is called hydraulic engineering construction, but each engineer specializes in definite type of facilities. This specialization influences on the place and type of work. My specialization is river hydraulic facilities. Before getting a job at NIBULON, I worked in a number of Mykolayiv companies, but desire for stability prevailed, and I came to NIBULON.
According to Oleksiy Serbenyuk, the most important things in his profession are analytical and technical mind, creative thinking, attentiveness, punctuality and love of technique. He mentions that a person of such a profession must know methods of design and performance of technical and economic calculations; principles of work, technologies of equipment assembly; physical and chemical peculiarities of materials; standards, etc.
“Knowledge and skills of an engineer depend on his specialization”, he adds, “For example, as a specialist in port facilities, besides engineering disciplines it is necessary to know diving”.
The work of the department, according to Andriy Volik, is closely connected with the investment project implementation, as it ensures safe navigation of the company’s fleet. The department cooperates with other structural subdivisions of the company, including ensuring of marine safety; compliance with the current legislation and navigation rules and also Ukraine’s international contracts as to navigation; ensuring of technical control over operation of the hydraulic facilities; implementation of the international and national acts on marine safety.
“Regular inspections of the structural subdivision performed by the state authorities indicate its efficiency. And it is the most important achievement of the department”, he adds.
“Specific distinction from my previous workplaces is stability and professionalism of the team”, says Oleksiy Serbenyuk, “Our main plan for the future is to work! We will contribute to the investment project development, guarantee safe navigation and accident free operation of the hydraulic facilities”.
