Since the establishment of diplomatic relations in February 1992, Ukraine and the Republic of Korea achieved significant results in bilateral cooperation that has developed ascending in political, economical and humanitarian spheres. The kinship of positions of two countries in matters of economic cooperation, priority attention paid to realization of economization of foreign relations by the management, promoted reactivation and filling with specific content of bilateral trade and economic relations. Today the economic interests of Ukraine and the Republic of Korea match in several spheres of bilateral economic cooperation: the further attraction of Korean investments to Ukrainian economy, increasing of cooperation in other spheres particularly in agricultural one. The last issue became a reason and purpose of the official Korean delegation visit held on the 15th of April to Ukraine. Korean guests (experts of the ministries and corporations of the republic, including the Ministry of Food, Forestry and Fishing, the Corporation of Agro-Fisheries Trade, the Corporation «Daewoo International», etc.) visited our region with the assistance of Mykolayiv Regional State Administration. The transshipment terminal for grain and oilseeds of “NIBULON” became one of the main visiting facilities. The guests acquainted with the company’s work, with production capacities. They highly appreciated the organization and working conditions, they separately gave accent to the company’s environmental measures. Another stage of the excursion was the familiarization with new laboratory and administration building of the terminal, including new modern laboratories and sampling units. After excursion the guests and “NIBULON’s” workers (headed by the General Director, Hero of Ukraine Oleksiy Vadaturskyy) had a conversation that dealt with key issues of economic cooperation between two countries. “NIBULON’s” team was curious to know why Korean delegation wanted to visit “NIBULON”. On behalf of the guests Ju Won Chul, the director of the Department of Bilateral Cooperation of the Ministry of Food, Forestry and Fishing said: “We know your company and your investment activity very well. “NIBULON” is a peculiar example of business dealing. In addition, we are interested in your logistics system development: building a number of elevators in Ukraine and fleet. Moreover, it is your company that supplies grain to our country (he smiles).” Oleksiy Vadaturskyy conducted small campaign against illiteracy on the work of companies, including foreign on domestic market to the guest: “Our company is a leader of agricultural sector of Ukraine. We exist and develop for 20 years. Our company faces perhaps more problems every day, than your country has as a whole. We are a major investor, a large taxpayer. Our company annually invests UAH 200 million in the domestic agricultural market. In civilized countries, like yours, they have a positive attitude towards the investors, encouraging their activities. In our country there is another situation, for example, grain export quotas can not be allocated (as it was in case with our company), conditions to prevent the company to get land can be created, a lot of controlling commissions can be sent. Often, companies face attempts of corporate raids. Bureaucracy, bureaucratic arbitrariness severely impedes the development of Ukrainian economy.” The guests were impressed with honest conversation. Lee Chan Bum, the director of department of international projects of the Korea Rural Community Corporation asked about specific risks foreign investors can face in Ukraine. Oleksiy Vadaturskyy used the example of his company. He said that if they decide to build any enterprise in Ukraine, first of all they must get a building permission. Then they will face bureaucracy, after that create a project that has to undergo examination. And only then building permission can be received. This process can last for years, and during that time they can face many state regulatory agencies and feel burden of bureaucracy. It means that availability of desire and money is not enough to invest in domestic economy. It is necessary to have a large staff that can deal with bureaucracy obstacles and corruption. Despite everything, when they come as an investor in the Ukrainian market, they will be under more wardship than Ukrainian companies are: they will be supported by the country’s leadership, the international community. Ukrainian companies including “NIBULON” do not have such opportunities. Domestic economy needs foreign investment, because currently they compile only 0,9% of the total investment. Oleksiy Vadaturskyy said: “Ukraine deserves better life! If we are a successful company and we overcome all obstacles in this country that means it is possible to conduct an honest and successful business. We invite you to invest in Ukrainian economy!” Honesty and integrity of Oleksiy Vadaturskyy aroused respect and at the same time added a commitment to the guests from Republic of Korea, to those who will develop the economy of Ukraine. “I live and work in Ukraine, I invest in Ukrainian economy. I tell you the truth about our economic realities, as I am a patriot of Ukraine and I want you to invest money into the development of our country. Be ready to face those specific problems, that today I have honestly told you about”, – concluded the General Director of “NIBULON”.
