Last year, the environmental disaster shook Zaporizhzhia region. In autumn 2017, according to the head of Kyrylivka village council, about 20 thousand so-iuy mullet died in Molochnyi Estuary located in the territory of Pryazovskyi National Park. The losses amounted to UAH 20 million. The reason for this was the water level in the estuary; it catastrophically falls every year. The only sea gate was an artificial strait which was often deposited with sand from storms and required artificial cleaning. But due to its silted condition, so-iuy mullet that entered the estuary in spring for spawning was stuck in shallow water and gasped out.
To solve the problem, money was allocated from the regional budget. But after several tenders the work has not been performed. A year went by. And today the region is again on the verge of environmental disaster. Taking into account the urgency of the situation and the irreversibility of possible consequences, head of Zaporizhzhia Regional State Administration Kostiantyn Bryl asked NIBULON to help.
“Unfortunately, the issue of Molochnyi Estuary dredging has become a political matter”, said head of Zaporizhzhia region. “Realizing that tenders in ProZorro failed once again and the loss of time will lead to a disaster and death of a large number of fish, we asked NIBULON to help us. Oleksiy Vadaturskyy agreed to help us, having stopped operations in Mykolaiv region and having agreed to provide the machinery. This machinery has already started to perform operations. They will be completed in two weeks”.
“Upon announcement of all tenders the works haven’t been performed. We were asked for help and we came to rescue like an “emergency service”, said NIBULON’s General Director Oleksiy Vadaturskyy. “I agreed to help because I respect head of the region. I see how much he wants to do for Zaporizhzhia region and how much he does, attracting investments in the region’s economy. Therefore, I answered a request for help despite the fact that we suffer certain financial losses, suspending the execution of important works. I know from my own experience how bureaucracy works and how government tenders are organized. It is because of such bureaucratic obstacles our company cannot start the next stage of its investment program in Zaporizhzhia region for 4 months”. 
According to Oleksiy Vadaturskyy, Kostiantyn Bryl has done everything to bring the company’s machinery accompanied by the National Police of Mykolaiv, Kherson and Zaporizhzhia regions to the place of works execution in time.
“This is an example of a conscious attitude of the regional authorities to the problem solving. Quickly, constructively, promptly, without bureaucracy, without delays, without any approvals. We will try to do everything to help and to avoid such problems in the future.
Oleksiy Vadaturskyy said that he as a head of a well-known and successful company operating in Zaporizhzhia region was amazed that the organizers did not invite NIBULON, which has both relevant experience and capacities, to participate in tenders for carrying out these works,
“Our company has constructed more than 3 km of hydraulic structures, dug more than 1 million m3 of soil in Ukraine, including in Zaporizhzhia region. We have state-of-the-art dredging machinery capable of crushing rocky soil at a depth of 15 m. Unfortunately, in the present situation there is a problem of Mykolaivets self-propelled dredger delivery to the Sea of Azov as it is necessary to move along the Black Sea by the navigable way along the coast of the Crimean peninsula and through the Kerch Strait. As a result, we suspended the operation of another machine, a Watermaster Classic IV dredger made in Finland, in order to urgently perform these works”.
“The situation with Molochnyi Estuary is unusual. It is not the result of human economic activity but rather the result of such activity absence”, said a people’s deputy Serhii Valentyrov. According to him, he has tried for a long time to develop the necessary project and find funds to implement it, so that the environmental disaster didn’t shake the region each year.
First Deputy Head of the State Fisheries Agency Volodymyr Falei said that NIBULON is the only company in Ukraine that instead of usual payment of funds as part of compensatory measures in order to prevent natural resources deterioration stocks the rivers with fish.  During the investment program implementation, NIBULON implemented compensatory measures to the amount of more than UAH 2 million. As a result, in 2009-2017, the company stocked the areas where the elevators were built (the Dnipro River, the Southern Buh River, the Kakhovka Reservoir, the Kaniv Reservoir, and the Kremenchuk Reservoir) with almost 50 tons of silver carp and carp. According to him, unlike NIBULON, companies that carry out significant dredging operations in the ports of Big Odesa haven’t still paid UAH 7 million as part of compensatory measures.
“NIBULON is an example for everyone”, said Kostiantyn Bryl. Chairman of Zaporizhzhia Regional Administration thanked NIBULON and its General Director, Hero of Ukraine Oleksiy Vadaturskyy for being an example of socially responsible business,
“NIBULON is always jobs for residents of our region. Where are your company’s facilities are built, there are also taxes to local budgets, social projects are always implemented, contracting organizations from Zaporizhzhia are involved in constructing.
In particular, Kostiantyn Bryl mentioned Bilenke village (Zaporizhzhia district), where last year NIBULON’s new transshipment terminal was constructed and put into operation in 100 days.  1,500 builders were involved in constructing. Today this terminal provides about 120 people with jobs, as well as significantly reduces the cost of agricultural producers in the region to transport grown products, and contributes to the reduction of traffic load on the highways of Ukraine.
In Bilenke, NIBULON also managed to prevent a serious environmental threat. The complex of treatment facilities, completed and reconstructed at the expense of NIBULON, was transferred to the local community for the constant operation. This is a historical event for the entire village as the village has waited for this important social infrastructure object for more than 20 years. The treatment facilities with a capacity of 2,000 m3 per day ensure receipt and treatment of household and sewage water of facilities of social infrastructure in Bilenke (a hospital, a kindergarten, a school, residential districts), as well as a penal colony. The village was on the verge of the environmental disaster. In the absence of sewerage treatment facilities, thousands of tons of untreated water from houses, a hospital, a school, and a penal colony have been discharged directly into the Dnipro River. This water was consumed by people living downstream. Thanks to help of NIBULON in Bilenke, environmental situation of the district, region and the Dnipro River in general will significantly improve as the pollution of the main water artery of Ukraine is excluded.
