We officially inform that the Black Sea’s state environmental protection inspectors of Mykolayiv Sector of Environmental and Radiological Control, performing control measures, did not get any evidence that oil pollution traces near MareTransporter motor vessel moored to NIBULON’s cargo berth were discharged from the above mentioned vessel.
The inspectors did not carefully checked the fact that the river flow or the wind could bring the oil spill from Mykolayiv river port, Chernomorsky Shipbuilding Yard water area as well as from the tugs berthed at NIBULON and owned by the third-party who signed an agreement with NIBULON for service rendering (NIBULON itself did not polluted the river).
“Taking into consideration an expert conclusion dated 13.04.2016 No.120-0439 issued by M.V. Nazarov, an expert from the Regional Chamber of Commerce and Industry of Mykolayiv region, there were no signs of leakage on the vessel’s hull”, explains Alla Izmesteva, a head of NIBULON’s environmental protection department. Instead of it, the inspector detected an extended trace of the drop-shaped oil slick moved from Mykolayiv river port and Chernomorsky Shipbuilding Yard water area.
It is obvious the state inspectors partially performed the inspection, as they did not inspect all the potential pollutants located in the areas adjacent to the Bug estuary water area. Despite the fact that the oil slick moved from Mykolayiv river port, Chernomorskyy Shipbuilding Yard water areas as well as from the tugs berthed at NIBULON and belonged to other ship owners, the inspectors did not inspect the above-mentioned areas, vessels and did not questioned the corresponding officials and members of the vessels’ crew. On detecting the oil trace, the state inspectors let Yupiter tug leave the place with an oil leak from its stern.
Not having found out the source of pollution, the authors suggested another version excluding the version with MareTransporter motor vessel announced earlier. According to their new version, NIBULON is responsible for pollution; the company supposedly violated bunkering procedure. Anyway, only the territory of NIBULON’s transshipment terminal was inspected. The state control bodies demonstrated their subjectivity. Today they are trying to accuse either foreign vessel moored to NIBULON’s berth or NIBULON itself without performing any detailed inspection and finding out the real sources of pollution.
“According to the information received from Hydrometeorological Center, the north-western and western winds blew at that time. They could bring the oil slick from Chernomorsky Shipbuilding Yard. Please note that bunkering was performed in the eastern part of the cargo berth. Consequently, bunkering could not pollute the water area. All these facts indicate that the inspectors carried out control measures subjectively and in a prejudiced manner; they did not prove NIBULON’s guilt of violating the environmental protection legislation”, comments Alla Izmesteva.
NIBULON’s representatives did not participate in documenting the fact of pollution, and they did not confirm the detection of visible pollutants and the appearance of oil traces discharged from MareTransporter motor vessel. Neither NIBULON’s representatives nor vessel’s representatives performed any counteractions. On the contrary, the ship owner and captain of MareTransporter motor vessel were so sure in vessel’s cleanness that they invited inspectors to check it; though, they had all reasons for refusing. NIBULON’s laboratory had already researched the vessel’s ballast water and proved its cleanness.
“Having detected an oil slick on the water surface, the company itself immediately localized pollution by installing a slick bar and exterminating it with Ekonadin sorbent. The highly-skilled employees from NIBULON’s chemical-technological laboratory together with the Black Sea’s state environmental protection inspectors of Mykolayiv Sector of Environmental and Radiological Control carried out surface water research on April 13, 2016 (about 13:00 pm) and did not detect the excess of oil product concentration”, stressed Alla Izmesteva.
Being keen on information for the doubtful article, its author decided to blame the offshore business (against the background of the famous Panama Papers scandal) in polluting the Bug estuary water area. Probably, it is modern today to blame the offshore business in everything. Please note that the vessel underwent all control procedures, including by the captain service of Mykolayiv Sea Port as the state’s port, and the responsible authorities were not against of loading the vessel.
