A certain administrative order to blacken NIBULON’s activity is seen in this polemics demonstrating professional incompetence of officials.
Road condition has been a topical problem for a long time. The problem of road quality has been raised and continues discussing at different state levels. Unfortunately, officials only discuss this problem without making any decisions.
NIBULON’s management became indignant because of such groundless statements and attempts to put the blame on someone else. Volodymyr Berdyk, “Snigurivs’ka” branch director, proves groundlessness of these statements.
NIBULON’s “Snigurivs’ka” branch leases 4,873 ha in Snigurivka district, which is only 4.6% of the total land in the district. All land lease agreements were signed according to the current legislation.
“Snigurivs’ka” branch pays assignments to the budget; it is a prompt taxpayer in the district. In 2015, the company paid more than UAH 5.7 million of different taxes and dues. For example, the amount of taxes and dues paid by the company is UAH 1,200 per 1 ha against UAH 100 paid by other agricultural producers. In other words, if all agricultural producers paid such taxes like NIBULON did, the district budget would receive more than UAH 10 million.
In addition, NIBULON’s agrarians get higher wages as compared to grain growers from other companies, in particular state-owned ones.
The company’s social aspect of activity should be taken into consideration. NIBULON initiated payment of additional UAH 40 for every hectare of land leased from land owners to develop engineering, transport and social infrastructure in settlements. For example, due to this initiative, Chervona Dolyna village council receives additional UAH 130 thousand. The very community makes decisions about money allocation.
Thus, the company implements a socially-oriented vector of development in order to improve both itself and the country, stressing that qualitative infrastructure, in particular roads, will positively influence the domestic economy development.
Please note the below-mentioned information. “Snigurivs’ka” branch is located in Shyroke village (Snigurivka district).When transporting agricultural commodities to the transshipment terminal in Mykolayiv, the company uses only 5.7 km of Snigurivka district’s territory. Please note that the total area of Snigurivka district is 1.3 thousand km2, and the length of roads of national significance is almost 300 km.
 
The capacity of grain storages at the branch is 15 thousand tons. The grain storages remain full during high air temperatures and mass grain purchase, as the company transports its products in November-December, when the air temperature is favourable to transport cargo by road transport.
We should also mention, for example, a record yield of early grain crops at the branch in 2015 – 15.5 thousand tons of grain, while Snigurivka district harvested 306 thousand tons of grain crops in 2015.  During the harvesting campaign in summer, the branch transported only about 2 thousand tons of grain crops in order to organize residues completion.
At the same time, grain crops both from Snigurivka and Berezneguvate districts are actively transported by roads of national significance located in Snigurivka district. There is no other way to deliver grain to Mykolayiv.
The Head of Snigurivka District State Administration must know that in addition to NIBULON, Mykolayiv has a number of other companies which ports and facilities receive cargoes transported from different regions of Ukraine, and namely Nika-Tera (traders – Noble and Louis-Dreyfus), Grintureks (trader – Bunge), Nikmorservice (trader – Cargill), Mykolayiv Bread Product Plant PJSC (trader – Virtus), Argoalfaterminal (trader –Agro Export Group) and Ekotrans (trader – Kernel-Trade). These companies can receive a total of up to 2,000 trucks per day. Nobody mentions it, as there was no such an order from top officials.
One should not forget that another two high-capacity grain terminals of international companies are being constructed in Mykolayiv city.
The total number of large agricultural companies located in both districts, that can transport cargoes by roads, is 35, and about 20 of them are located in Snigurivka district.
There are almost 200 other Snigurivka non-agrarian companies. For example, root crops and vegetables are grown on the area of 3.5 thousand ha in Snigurivka district. The yield of these crops from 1 ha exceeds the yield from 1 ha of grain crops. The given products (root crops and vegetables) are regularly transported through the whole of Snigurivka district and Snigurivka town.
In reality, our company has only 66 trucks across Ukraine.
Thus, it is inappropriately to blame NIBULON for destroying roads in the district. It seems that searches for the guilty of unsatisfactory road conditions end with searches for well-known names which are easy to be blamed for. This demonstrates incompetence of officials. 
Moreover, it is illogical, as NIBULON allocates funds to repair roads in all regions, where the company’s branches operate. In some cases, NIBULON allocates funds to construct roads. Click here for more information.
NIBULON, implementing its program to revive the Dnipro and the Southern Bug as transport waterways of Ukraine, regularly solves the problem of bad roads in the region as well as in Ukraine. As part of this program, the company constructs its fleet and transshipment terminals, dredges the Southern Bug so that grain and later on metals, building materials, crushed stones, sand and others may be transported by water, thereby reducing traffic load on highways.
Due to the implementation of this program, NIBULON annually reduces the number of road transport taken by the transshipment terminal in Mykolayiv city. The company transports this volume of grain and oilseeds by waterways. In 2014/15 MY, the company’s fleet demonstrated the best result in cargo transported by water – 1.4 million tons, which represents the same figure as could be carried by more than 46 thousand trucks.
This will certainly have a positive environmental impact due to the reduction of fuel combustion product emissions per one ton of grain transported. According to preliminary calculations, taking into account the volumes of cargo transported by water, the volume of fuel combustion products emissions (carbon monoxide, nitrogen oxide, sulfur oxide, carbon black, and also non-methane organic compounds, methane and benzopyrene) will reduce by 4 thousand tons per year, thereby improving air in settlements. This will make their inhabitants healthier, as every inhabitant in the region will inhale by 4 kg pollutants less per year.  
Thus, it is obvious that NIBULON regularly solves the above-mentioned issues. What do Snigurivka local authorities, in particular Mr. Bokhonok, do to develop the region not in word but in deed?
