On July 15, mycity.mk.ua Internet source published information on an oil spill at one of NIBULON’s transshipment terminals, and Jin Qi vessel flying the flag of Hong Kong is a source of pollution.
Alla Izmesteva, NIBULON’s head of environmental protection department, commented upon the situation,
“On July 14, NIBULON received a letter that Jin Qi polluted NIBULON’s water area when loaded, signed by the Head of Mykolayiv Ecological Monitoring Sector of the State Ecological Inspection of the Black Sea North-West Region A.V. Karpenko.
The company’s specialists have responded to the situation immediately and investigated it in detail.
In particular, that day, from 09:45 a.m. till 5:00 p.m., a commission consisting of NIBULON’s specialists conducted a visual inspection of water surface. They did not detect any signs of oil pollution in the Bug Estuary (Statement of Common Inspection of Water Area within NIBULON’s Transshipment Terminal dated 14.07.15).
At the same time the specialists from NIBULON’s chemical-technological laboratory (CertificateNo.РН-0026/2013 dated 01.03.2013, Annex to Certification Sector dated 03.12.13) took four samples of surface water where the motor vessel was loaded. According to the results, oil product content does not exceed the standard values (Statement on Results of Sampling and Analyses dated 14.07.15).
Thus, NIBULON has every reason to state that surface water meets all normative requirements according to the results of visual and chemical inspections as of 14.07.15.
Thus, the representatives of the State Ecological Inspection of the Black Sea North-West Region spread false information that on July 14, 2015, Jin Qi motor vessel discharged 180 liters of oil into the water, and an oil slick covered the surface water of the Southern Bug and not the Bug Estuary (which is actually spoken about). The video material does not contain any convincing arguments as to pollution.
On July 15, 2015, the inspectors took surface water samples in the company’s water area for the second time without notifying NIBULON and involving authorized persons, thereby breaking the Law of Ukraine “On Main Principles of State Supervision (Control) of Business Activity”
At present our company has written in to the management of the inspection for investigating whether the officials complied with the requirements of the Ukrainian legislation.
