The Head of Kyiv Regional State Administration Anatoliy Prysyazhnyuk expressed his high opinion to the leader of Ukrainian agrarian market “NIBULON” as a large and socially-oriented investor. “This investor creates thousands of workplaces for the people who live in the districts and will work on the construction of terminals and grain elevators. This is really collaboration. The main point is that workplaces are created and the budget is filled,” Anatoliy Prysyazhnyuk said in Kyiv on Tuesday during the International Investment Forum “Kyiv region 2012: Innovations. Initiative. Investments. Infrastructure”. The implementation of the large-scale investment project of “NIBULON” on the revival of the Dnipro and other rivers of the country as waterways and grain market infrastructure development was discussed during the forum. A.Prysyazhnyuk referred to the Hero of Ukraine, General Director of “NIBULON” Oleksiy Vadaturskyy, shook his hand and said, “Thank you for our good relationships, for your trust in us and as a result implementation of your project in our region. Today you invest in the industry sector that will not be risky and will produce a profit.” The governor emphasized that the investment project of “NIBULON”, at a cost of about UAH half a billion for construction of two transshipment terminals in Kagarlyts’kyy and Pereyaslav-Khmel’nyts’kyy districts of Kyiv region in 2012, is one of 50 investment projects, which he took under personal control as the most promising and significant for the region. “Last year we implemented more than two dozens of investment projects totaling nearly USD 800 million. This year, we plan to implement a minimum of 50 projects, which should bring more than USD 2.5 billion of investments into the economy of the region and at least 120 thousand new workplaces,” A.Prysyazhnyuk said. The governor noted that the inflow of investments into the region is a consequence of coherent and systematic work with investors. “The peculiarity of Kyiv region is that on my initiative we have created a working group on investments. We provide investors with the opportunity to pay a minimal fee for the land, a simplified system of projects and other documents preparation and enable our authorization centers to work. The attention of all the structures is concentrated on the provision of assistance, rather than impeding the investor’s development,” A.Prysyazhnyuk said. In his turn, Oleksiy Vadaturskyy said, “Kyiv region is a real leader among other regions of Ukraine. In the region there were provided conditions under which one can trust the governor. When he says that 50 projects are under his personal control, it is true. I assured myself of that, while implementing my own projects.” At the same time, he referred to other investors who are going to implement projects in Kyiv region, “Do not wait until we will make the investment climate at the local level. Come and join us in making the investment climate better. Risk your money and help local authorities to build a new Ukraine.” “Over the past two years it became fashionable to conclude memorandums between government and business, between the individual industry associations and managers of industries, the Cabinet of Ministers. As a rule these memorandums are declarative. But I am pleased to say that it is no concern of Kyiv region. In the metropolitan region, we successfully implement our investment projects at a cost of UAH half a billion, ” he said. In this case O. Vadaturskyy added, “During the first investment forum in 2010, we entered into an agreement on social partnership with the State Administration. This agreement is an example of effective cooperation between business and government. Our company and the regional authorities fulfill all obligations at 100%. On the march we demonstrate how to build the cooperation between government and business. The effectiveness of the cooperation, we demonstrated during the construction of the 20th elevator of our company in Denyhivka village of Tetiyivskyy district. We will continue to do that in 2012, and put into operation the first facility by July 1st, and the second one – in the third quarter.” Due to collaboration with the regional authorities, the project in Denyhivka village was implemented in record time. “Usually, the implementation of such projects takes at least 4-5 years. We received all necessary approvals and documents, approved the project and started construction within six months. The construction itself was completed in record quick time. On September 5th, 2011 we started construction of the facility and on December 1st it was solemnly opened. During that period 50 construction companies were involved in the process and there were created 1.5 thousand workplaces. It really demonstrates the effective work of the vertical power structure. If there are any problems, roughness, we always have a contact or you can contact directly the governor, and then solve problems very quickly, ” O. Vadaturskyy said. The General Director of “NIBULON” also emphasized that the regional leadership actively supports the social component of the company’s work. “When in the beginning of the construction we visited the facility together with Anatoliy Prysyazhnyuk, he thoroughly got acquainted with the social component of Denyhivka village. Together we decided what kind of work we have to conduct before and during the facility’s construction. As a result, we fully reconstructed a secondary school, computerized two classrooms, arranged water supply in school, equipped rest-rooms, and replaced windows in the kindergarten. In addition, we have conducted 20 km of street lighting, replaced local water pipeline, and constructed the best stadium in the region with natural grass. In total we have invested about UAH 4 million in social infrastructure of the village out of UAH 15 million that we annually allocate for such purposes in all regions where our branches operate, ” Oleksiy Vadaturskyy said. “When we put into operation our elevator complex in Denyhivka village, all the villagers came to our holiday. I do not exaggerate – from the youngest to the eldest resident, the whole village was on a solemn ceremony, as every resident of the village participated in the implementation of social programs. As a manager I was surprised, because I have never seen so many people. Even in the Soviet times, during May Day celebrations or October demonstration there was not such a large-scale participation in the villages,” the General Director of “NIBULON” said. O. Vadaturskyy emphasized that these social programs will be implemented during the construction of transshipment terminals in Kagarlyts’kyy and Pereyaslav-Khmel’nyts’kyy districts. “We conclude contracts with local authorities, identify bottlenecks in the district and villages where our branches are located. It allows to work in harmony and to make it comfortable for us and local residents to use investments”, he said. At the same time, according to the General Director of “NIBULON”, this project with the full support of regional authorities, unfortunately, did not find support of line ministries and departments. “These agencies are required to seek such funds and companies, which may lead to the benefit of Ukraine to implement investment projects and to encourage them. Unfortunately, we can only feel the support of regional local authorities. But not of all of them “, O. Vadaturskyy said. “NIBULON” is an agricultural company. We till 80 thousand hectares of land. However, we demonstrate that agrarian sector of Ukraine is a driving force for other sectors of the economy. Our company is building its own fleet. This is more than 30 non-self-propelled vessels with 4.5 tons deadweight each, and the towing fleet able to move these vessels along the Dnipro River. The total tonnage of our vessels is 130 thousand tons. Due to it, we will be able to transport up to 3 million tons of grain along the Dnipro and the Southern Bug Rivers per year. Nowadays in Ukraine there was transported only one million tons of grain, while in the Soviet times there was transported 55 million tons per year. Practically, we revive the Dnipro River as a transport waterway of Ukraine “, O. Vadaturskyy noted addressing to the participants of the forum. However, the company can not bargain for support from central authorities when it constructs its own elevators and transshipment terminals along the river waterways of the country, as well as develops the logistics infrastructure for agriculture. “I can say that we have built the facility in Denyhivka village for 3 months and put it into operation on December 1st. But until now, we can not get an operation permit. For three months we can not receive grain at this facility. The controlling organization that is in charge of quality control does not give us a certificate of conformity for three months. Such a situation is despite the fact that we are building the most modern in Ukraine, fully computerized, automated elevators, enterprises with quality control laboratory complexes,” the Hero of Ukraine said. He also noted that there is a “bureaucratic machine” that prevents the development of business. “I consider that there is a bureaucratic machine. One encounters such problems, if the issue concerns the central government authority and regional administration can not already affect. If Kyiv Regional State Administration competes for attracting investment, the central authorities lag behind the local authorities. The central authorities are often an obstacle for investments. A lot of things are said, but very little is done to ensure that the money come to the place “, O. Vadaturskyy said. “After the completion of the facility construction, the company may be checked for two years: whether a land plot is properly allotted or the documents are signed correctly and approval is carried out properly. As the facility is put into operation, the central state authorities start their own “business projects”,” these words of the General Director of “NIBULON” were met with the approving applause of the audience. “I think everyone sitting here has faced bureaucratic arbitrariness in our country. I wish there were more of such leaders as Anatoliy Prysyazhnyuk in the central authorities. He knows how to bring to justice the person who breaks the law and prevents business development. If there were more leaders with such a constructive approach, there would be more order in our country “, O. Vadaturskyy said.
