On May 23, 2018, NIBULON solemnly launched the first multipurpose seagoing T3500 project tug at NIBULON shipbuilding and repair yard with the participation of the President of Ukraine Petro Poroshenko and more than 3,000 visitors (the company’s employees, Mykolaiv citizens and guests). In a few days, a fabricated program “Stop Corruption: “NIBULON’s Credit Secrets” was broadcast. In response to this fabricated material, General Director Oleksiy Vadaturskyy gave a detailed interview during a press conference on LIGA.net. First of all, head of the company was accused of having real estate abroad and therefore he announced: if someone finds real estate, planes, yachts possessed by Oleksiy and Andriy Vadaturskyy, he/she will have an opportunity to spend some time there for free. 
Unfortunately, such information attacks, use of false information and distorted facts, elements of deception and blackmail are sad phenomena of our time, the purpose of which is blackmail. This is not the first time when NIBULON faces such situations. Such “attacks” prevented our company from working, distracting employees from normal constructive work aimed at the company development.
Our company works exclusively within the framework of the legislation. And since June we have been preparing materials regarding the activities of “Stop Corruption” to be transferred to the court. But it is surprising that Information Agency “Stop Corruption TV” has not responded the lawyer’s requests No. 13-06/18-01 dated 13.06.2018 and No. 27-06/18-1 dated 27.06.2018 (copies are attached) regarding inaccurate information in the mentioned program that harms the business reputation of NIBULON. What did our company face? We could not find employees of Information Agency “Stop Corruption TV” at the indicated legal addresses. What is the conclusion? This information agency is a phantom; they are adventurers and blackmailers. To serve each of these two requests, we were looking for them for more than two weeks. In total, we spent more than a month to deliver the lawyer’s requests. We hope to receive answers to our lawyer’s requests through the court. 
Is corruption in our country overcome everywhere in our country and it remains only to take a single springboard in the person of NIBULON? It’s sad and funny at the same time. Such pseudo-journalists do not need to search for a topic for another “investigation” in order to work off money of their puppeteers-customers, since they do not fight corruption, but work off money.  Having refuted information outlined in the previous “Stop Corruption” program, they continued their dark tricks. So, having studied the history of our company, they quickly found the Lutsenko family in Lidiivka village.
When NIBULON came to Lidiivka, the Lutsenko family lived in a shack with rats. In 1999, NIBULON provided assistance to them to buy a house. And the company also helped Lutsenko’s daughter to get higher education of a lawyer. Later Mr. Lutsenko realized that it was possible not to work, but to earn money in another way.
The first proposal to get rich in this way was successful for him. It was in 2005 that Semen Lutsenko was noticed in the fight against NIBULON, having worked off the money of the Churkin brothers, the then owners of Chornomorskyi Shipbuilding Yard in Mykolaiv. Trying to perform illegal takeover, they brought people to the walls of the Secretariat of the President in Kyiv and gave them placards… They used people as puppets and deceived them. The organizers got money for this, and the villagers later publicly asked General Director Oleksiy Vadaturskyy to forgive them for their actions. Oleksiy Vadaturskyy forgave them once again.
In July 2007, Halyna Lutsenko, a wife, sent Oleksiy Vadaturskyy a letter containing threats, abuses, and white powder of unknown origin. The law enforcement authorities qualified these actions as disorderly conduct and instituted administrative proceeding against Lutsenko. It is obviously that the actions of wife and husband were agreed.
Semen Lutsenko found other puppeteers in 2010 – the All-Ukrainian Public Organization “Cooperation and Success”. Residents of Lidiivka village did not support the provocative actions of Semen Lutsenko and the All-Ukrainian Public Organization “Cooperation and Success”. To fulfill the appeal of residents of Lidiivka to head of Sukha Balka, an appropriate order prohibiting meetings in the territory of Domanivka and Lidiivka was issued. In addition, the court found the information spread by Semen Lutsenko about Oleksiy Vadaturskyy inaccurate, and Semen Lutsenko was obliged to refute the inaccurate information. Semen Lutsenko didn’t appeal to court.
The next stage is 2012. Semen Lutsenko, with the participation of representatives of “All-Ukrainian Labour Movement Solidarity”, incited people of Lidiivka to mass meetings. This time residents of Lidiivka also didn’t support actions of Mr. Lutsenko, as evidenced by the minutes of a meeting in Lidiivka dated 19.11. 2012.  In addition, to fulfill the appeal of residents of Lidiivka to head of Sukha Balka, meetings in the territory of Lidiivka were prohibited.
The main objective of the Lutsenkos is a usual blackmail of NIBULON’s General Director Oleksiy Vadaturskyy in order to get money (six-figure sums in foreign currency), which seems to be enough to leave NIBULON alone forever.  To date, all these materials and testimonies of witnesses are in the materials of Domanivka District Court, which recognized the actions of the Lutsenkos as unlawful. 
The history of illegal takeover attempts also took place with the help of Semen Lutsenko. We knew the puppets of Lutsenko in 2005 (the Churkins). We knew who he served under the previous government, and all Ukrainians certainly understand this. By the way, the then head of the region and the heads of the ministries, who left their posts under the new government, personally apologized to Oleksiy Vadaturskyy for participating in those dirty attacks on our company. We also know the current puppeteers.
The above-mentioned program “Stop Corruption”: “NIBULON’s Credit Secrets” was broadcast on June 3. Immediately after it was broadcast, Olena, a daughter of Semen Lutsenko, got in touch with the management of our company. This is exactly that Olena for whose education NIBULON paid.  She was looking for a personal meeting with Oleksiy Vadaturskyy. Ihor Romadin, head of security service, was instructed to deal with this issue. He met with Olena Lutsenko on June 27. She named the sum to settle all the issues – UAH 500 thousand. We ignored meetings for a long time.  And at the second meeting in a month the question about UAH 1 million was raised. All these materials were documented and submitted to law enforcement authorities on August 2, 2018. And the relevant document was registered in the Unified Register of Pre-Trial Investigations on August 3, 2018 No. 12018150000000225.   This long history of blackmail by the Lutsenko family was also presented to law enforcement authorities. No one conducted an investigation for more than a month. If the law enforcement authorities had reacted to the blackmail, all these events in Lidiivka would not have happened. 
Now about the events of September 11. To hit hard, Information Agency “Stop Corruption TV” does not neglect anything. If last time the fabricated program was broadcast just after the President’s visit, this time they chose the birthday of NIBULON’s General Director Oleksiy Vadaturskyy. Such people have no values: neither moral values nor ethical, nor journalistic. Having addressed themselves to the central office of our company and terrorizing our employees, the next day they switched to Lidiivka. Without warning, they came to our branch without permission and preliminary approval, and began to take pictures. The quadcopter was engaged in filming the production base of the company for more than three and a half hours. Thus, they violated the current legislation. When the branch director Dmytro Sheiko learned that there were unknown persons shooting the production bases in the territory of our branch, he immediately called the chief of police in Domnaivka district in order to understand who these people were, who sent them, and who gave them permission to shoot the production bases of our company. This call is recorded in a police journal. It was approximately at 03:25 p. m. After calling the police, journalists addressed themselves to Dmytro Sheiko and asked for certain documents on land without any written requests and prevented him from fulfilling his duties. The director asked them to provide an official request after which, perhaps, he would give an answer, and refused to comment. The police arrived in 40 minutes and accepted an official complaint lodged by the branch director.
It was working time, people worked in their workplaces. Neither police nor employees prevented journalists from shooting the territory. The police did not even make a simple remark to the journalists that they should stop their actions and not incite, provoke people.  Thus, they were shooting for more than three and a half hours. And only after the termination of a working day, people left the territory and surrounded the journalists. The journalists, in turn, closed the car doors when the locals began to ask them who they are and what they were doing there. They ignored the ordinary people and continued their shameful actions, thereby provoking people. Residents of Lidiivka were forced to react to this lawlessness. In the media, it has been presented as blocking of journalists. The fact that Information Agency “Stop Corruption TV” called the police is also false.  In fact, our branch director was the first to call the police, and the police arrived because of his call. The fact that there was assault is also untrue. There are witnesses. And we are surprised by the position of the police, who calmly watched, did not interfere.  It looked like indulgence to the unlawful actions of the guests. Journalists behave defiantly, provoking and terrorizing people. The branch employees and local community lodged relevant complaints with the police against illegal actions of these journalists. Therefore, this is also a distortion of facts. For such pseudo-journalists, permissiveness and impunity, the absence of any journalistic ethics is quite normal.
Assessing the nature of the request provided by Information Agency “Stop Corruption TV”, we can conclude who gives them topics for such “visits”. They can receive all this information in the Ministry of Infrastructure. We understand that such informational attacks occur from time to time when our company expresses a principled position on a particular issue. This is a response to our struggle with the draft laws on inland water transport, which are actually directed against the people of Ukraine. This is a response to our principled position supported by regional state administrations, city mayors, Association of shipbuilders of Ukraine Ukrsudprom and other specialized organizations. This information attack against the backdrop of the company’s successes in implementing its large-scale investment project within which we construct terminals, fleet, and financial successes is aimed at belittling these events for the national economy of Ukraine.
Do these people have the moral right to call themselves journalists? Of course not. This is the usual banditry and racketeering. Once bandits had weapon in their hands, and now they have the media. This is the way we reform our country, develop honest economy and follow the best European values. It is sad.
Why does journalism today mean arbitrariness? Imagine a journalist coming to the Prosecutor General or to the chief of police, or to your apartment. Without agreement or any notification. Is it a normal thing? If a tax inspection or law enforcement agency comes, it is informed in advance. And these pseudo-fighters with corruption can come to you at any time and start to blackmail. This is the discrediting of the profession of a journalist in general.
We ask all mass media not to spread these frankly fabricated materials of “Stop Corruption” about our company. Do not forget that the profession of a journalist is a calling of the heart and a desire to fight for the truth, but not for illegal deals.
