
Mykhailo Rizak, Director of Government Relations at NIBULON, will participate in the upcoming session of the Coordination Council on Logistics in the Agricultural Sector, chaired by the Minister of Agrarian Policy and Food of Ukraine, Vitalii Koval.
The event is organized to discuss interaction formats between the state and regulatory authorities to support the stable and effective functioning of the grain market, especially as the harvest season begins. Its proper organization is crucial not only for the season itself but also for Ukraine’s economic resilience during wartime.
One of the key topics will be the recent extensive data request from AMCU, which market participants believe contradicts public statements by the President of Ukraine and the Prosecutor General regarding the reduction of administrative pressure on businesses.
“NIBULON fully supports transparency in the grain market and is ready to contribute to AMCU’s research, especially in combating the shadow market. At the same time, we insist on a constructive approach rather than adding burdens on businesses, particularly during the peak season when staffing shortages and operational pressures increase,” said Mykhailo Rizak, speaking as a representative of the Presidential Council for Business Support.
NIBULON’s Proposals:
- Hold a joint meeting with white-market participants before the deadline for AMCU’s data requests to clarify research goals and suggest relevant analytics to help address issues like shadow trading.
- Provide summarized internal records and analytical data instead of overwhelming volumes of primary documents. If certain information isn’t available in public databases, it can be provided selectively.
- Shift the research approach toward constructive cooperation, avoiding excessive pressure during the peak agricultural season.
- The Ministry of Finance should allocate funding to launch electronic transportation and grain storage systems. These tools will enable AMCU to conduct continuous online monitoring based on real-time data.
