During the press conference, which lasted more than two hours, Oleksiy Vadaturskyy answered about 40 completely different (by their format, topic and mood of the authors) questions. Grain exports
The question on grain exports: According to preliminary data, in 2017/18 MY, NIBULON exported almost 3 million tons of basic grains (wheat, barley and corn). What are the company’s export plans for the 2018/19 MY? Will NIBULON significantly increase its export volumes? If so, due to what crops will it be? What countries do you plan to increase shipments to?
At the beginning of a new grain season, I would like to know about results of the company’s activities in 2017/18 MY and your expectations for 2018/19 MY. I am particularly interested in your opinion concerning the following issues: Will an untypical spread between the prices of food wheat and fodder barley remain? What are the prospects for the fodder corn? (this season it has surprised everyone in terms of price and monthly export shipments).
In 2017/18 MY, we exported more than 4.1 million tons of grain and oilseeds. Next marketing year we plan to export more than 5 million tons. In the coming years, we will export up to 8 million tons per year. The geographical spread of NIBULON’s exports is our traditional markets: Southeast Asia, China, Indonesia, Bangladesh and the Middle East markets.
Among other promising regions of export development of NIBULON we can single out Black Africa and the western part of this continent. Our company has a flexible approach of doing business, which enables us to instantly react to volatility of thephysical market of goods and to accept different challenges.
It’s no secret that the barley market in Ukraine has a rather “technical” character. Fodder barley is not listed on the largest stock exchanges, and thus it is completely dependent on market conditions of the Black Sea region. That is, a sharp increase in demand for Ukrainian barley from the main consumers (Saudi Arabia, China, etc.), against the backdrop of a steady decline in the production of this crop in Ukraine, may give the prices an incredible impetus; in fact, it happened so last season. In the countries of East, the culture of consumption has very deep roots. And if Saudi Arabia is accustomed to using barley as feeds, they will pay any price for it and will not think about the possibility of replacing this ingredient with corn or something else. The market is a living organism whose functioning is not always subject to logical interpretation.
As for corn, today this crop (along with soybean) is in the center of attention, as the further development of a trade war between the United States and its largest partners (by volume of trade) will directly affect the reorganization of trade flows of these crops in the world. It is definitely impossible to say how the things will be with corn in 2018/19 MY. We cannot do it yet. But there is always a hope that Ukrainian corn will remain competitive and will have a steady demand not only from already existing consumers, but also from new potential markets, which until now have imported goods only from the region of North and South America. At the same time, demand will be the basis for positive price dynamics within the country.
Investment plans in Egypt
You plan to invest USD 2 billion. Is it NIBULON’s money? Does the company plan to use loans? If so, how much is it planned to lend?

NIBULON is going to invest a large amount in the development of infrastructure in Egypt. Is the possibility of such investments being considered in other countries that import Ukrainian foodstuffs? Why Egypt is the first project?
The investment decision has already been taken. The implementation of the program provides for the opening of NIBULON’s company, which will operate in the territory of Egypt and within the Egyptian law. This is a long-term investment program, which provides a total investment of up to USD 2 billion; it is designed for 7-10 years. The first stage of this project for 2018-2019 is investing up to USD 200 million. Such investment projects are implemented thanks to co-financing. It has already been discussed with our strategic financial partners, such as EBRD, EIB, IFC, as well as with local financial institutions. All these financial institutions are also represented in Egypt and they are interested in the country development. In addition, there are large investment funds in the Middle East that are also interested in cooperating with our company.
Immediately following this news, the Minister of Infrastructure hastily commented saying, “… patriotism can be different…” But no American or European big company is condemned for opening offices and investing in different countries of the world. Because it is the protection of the interests of these countries in other states where this company has opened its representative offices. We will represent Ukraine’s interests in the same way. This way we remove other competing countries from the market. This is Ukraine’s expansion of other markets. And as a manager, I applaud the Ukrainian companies. And as a manager, I applaud the Ukrainian companies, which open their offices in different countries of the world. And we are accused of our desire to invest in Egypt, although at first there are no conditions for us to invest in Ukraine. These are the double standards of the minister. He is happy not to let the Ukrainian investor work, but to invite foreigners. Although we still do not see their work in Ukraine. Let’s remind at least ghostly tens of companies that according to the Minister of Infrastructure are in line to invest in the Dnipro River.
Therefore, our company, as well as all Ukrainian business, has no other way out than to make a way in other countries. But again, I repeat that we do not reduce investments in Ukraine and do not revise our investment plan in Ukraine. In parallel, we will increase investments in other countries of the world. Why is Egypt the first? Because the largest share of our exports goes to Egypt. Over the past 10 years, the company has exported more than 12 million tons of Ukrainian grain. NIBULON in Egypt is known as a Ukrainian national company and a representative of Ukraine on the Egyptian market. And our task is to join the grain producers in Ukraine, who grow grain, with the end consumers of goods in Egypt. Of course, our company is considering cooperation with other countries as well. I have been to many countries and familiarized myself with their infrastructure. I am convinced that we have what to offer them!
Lack of action of the authorities

If we want to live without looking back on a luxurious life abroad, then we should do it so in our country. To do this, you need to create enterprises in your country, create jobs! I do not understand! Why does NIBULON work, develop itself, give jobs, give confidence in the future and at the same time it faces the opposition of the authorities? How can it be? Do they need to hinder? Is power acting by the rules, the worse for us, the better for them?

Inspections of business activity

During the government of Yanukovych, there were a lot of inspections in your company. How are things with this now?
In fact, there are real positive changes in the field of state inspections. There is a moratorium on inspections. For example, in 2013, at our company, the state controlling bodies carried out 557 control measures, and in 2017 there were only 48 ones; that is, it is less than 10%. But before, the situation was very critical. That is why in 2011 we decided to keep a record and publish all information about state inspections at our company. But today is another period. The struggle with our company takes place in a different plane – attempts to discredit or humiliate us at each step.
Here’s an example: last year we built an elevator in Bilenke (Zaporizhzhia region). We spent four years in order to solve the issue of land allocation and obtaining permits for its construction, paid all necessary money for the area under construction. On the day of this terminal opening, which was attended by Prime Minister Volodymyr Hroisman (June 14, 2017), the village chairman was presented with suspicion of opening a criminal proceeding on unlawful actions on land allocation. This criminal proceeding is not closed for a year. And local authorities are forced to be distracted from their core work. The personal appeals of the chairman of the Zaporizhzhia Regional State Administration to the Prosecutor General of Ukraine Yurii Lutsenko and my conversation with him on this issue did not help to solve the problem. People, both specialists of our company and local authorities, are distracted from work.
Another example: On May 23, 2018, a unique event was held at NIBULON shipbuilding and repair yard – International Exhibitions “Shipbuilding” and “Water Transport”. President of Ukraine Petro Poroshenko attended this event and said very good words about me, “Oleksiy Opanasovych knows that he has been under my protection for four years”. Also, the President stated that NIBULON is always a symbol of the shipbuilding revival, and Hero of Ukraine, General Director of the company Olelsiy Vadaturskyy is a person, “who ensures and advances the Ukraine’s economy development in extremely difficult environment, radically changes approaches in business management, creates jobs, provides a huge export potential of Ukraine, modernizes the infrastructure”. In fact, those were nice words. But three days after this meeting there was another information attack on our company: Channel 5 broadcast “Stop Corruption” program directed against our company. For more than a month, we have been collecting all the necessary information to appeal to the court to fight the pseudo-organization “Stop Corruption”. Purchase prices for grain

Can you explain the difference between the purchase price of grain at your terminal and the market price on the leading stock exchanges of the world? For example, you buy food wheat at a price of UAH 5,480-5,550 per ton or USD 208-210 per ton at the current rate of the NBU (26.32). The Chicago Stock Exchange has currently set the price for SRW wheat under FOB conditions with delivery of USD 246 per ton [(USD 5.83 per bu + basis USD 0.85 bu) * 36,743] in July, and the delivery price in November is almost USD 260 per ton. Are NIBULON’s purchase prices fair?
Thank you for your question. Please note that you are referring to the Chicago Stock Exchange, and you use financial quotation of the Minneapolis Stock Exchange. In addition, it is sale of red wheat in 2019. It is wrong to compare this price with the current wheat price on the company’s website. In addition, red durum wheat is not grown in Ukraine. In Ukraine, we grow types of soft wheat on an industrial scale; they do not correlate with the indicators of the Chicago Stock Exchange. Therefore, our company cannot indicate prices for red durum wheat for 2019. In addition, this wheat still needs to be delivered to one of the ports on the Mississippi River; this means freight rate of more than USD 20-30 per ton. Competition for transportation along the Dnipro River

What is the attitude towards the establishment of competition for transportation along the Dnipro River and along other rivers?
It’s no secret that despite NIBULON’s achievements and its contribution to the development of the Ukrainian economy, you are considered monopolist in the river transportation market. Why don’t other companies come to similar projects? Why don’t anyone want to create healthy competition, thereby supporting the river logistics development for all cargoes (not only agricultural products), and thereby minimizing the monopoly position of your company and contributing to more effective recovery of the Ukrainian economy?
In all developed economies, river transport is competitive with other modes of transport. However, the situation in Ukraine is just opposite. Today, river transport cannot compete on an equal footing with road and rail transport. Unlike other countries, it is burdened with a large number of taxes and dues (excise tax on fuel, payment for raise of movable bridges, lockage, rental payment for water use and other taxes). Taking it into account, we can argue that river transport in Ukraine is economically unprofitable. The prime cost of grain transportation from Kremenchuk to Mykolaiv by rail will be UAH 208.29 per ton. And if transporting cargo by a barge-tug convoy (2 barges of 2,750 tons each), prime cost is UAH 302.38 per ton. That is, transportation by river transport is about UAH 100 per ton more expensive.
Unfortunately, the MIU and certain deputies are lobbying for their position, which does not aim to make river transport economically profitable. And to this, first of all, we need to abolish the excise tax on fuel, lockage, payment for raise of movable bridges, rental payment for water use.
While river transport remains uncompetitive, our company is trying to develop the grain infrastructure of Ukraine. As the true patriots of our country, we solve the problem of grain logistics in a comprehensive way, by investing large funds in the development of the elevator industry, bringing our elevator capacities closer to the agricultural producers. Thanks to this, agricultural producers reduce the distance of grain transportation by 300-500 km. Thus, they spend much less money to deliver their grain and free their road transport. In turn, we can offer them more competitive price. We do all this because we are a Ukrainian company.
There are many large Western companies operating in Ukraine, and, of course, I treat them with great respect. But one should admit that they are only engaged in constructing their own port facilities in the ports of Big Odessa and Mykolaiv. And the state performs the lion’s share of work on the creation of a related infrastructure for them using the state funds. Therefore, the construction of vessels and elevator facilities inside the country and along the Dnipro River is only a matter of concern for such international companies; so they do not want to do this. In addition, NIBULON is a direct competitor for them because their elevators are located in the ports of Big Odessa and Mykolaiv. And they are not interested in supporting our company and developing the Dnipro River. At the same time, in the United States, all these large multinational companies work on the Mississippi River. Who, if not they, should understand that it is extremely necessary for Ukraine to revive navigation along the Dnipro River. But they do not want to revive the Ukrainian Dnipro River. They are not concerned with the construction of Ukrainian vessels. It is much easier to charter a ship capable of transporting grain along the Dnipro River. It will bunker behind the 12-mile zone with fuel that is UAH 10,000 per ton cheaper, thereby creating a competitive advantage to transport grain. Our state must end the hidden fuel smuggling once and for all. To do this, it is necessary to exempt the Ukrainian fleet from paying the excise tax on fuel or to ensure its compensation. Only then the fuel smuggling can be stopped.
But we do not believe in honest officials of the MIU on the development of inland waterways and their ability to revive Ukrainian navigation and shipbuilding and to make these industries profitable. There are several examples.
Example 1. In the evening after this press conference, the Minister of Infrastructure told about the revival of navigation on the Southern Buh River, but he “forgot” to tell that it was our company that performed all these works at its own expense in 2016. To this end, we have spent five years in order to receive 47 permits, including the ones in the MIU. The Minister also said that it is already possible to transport oil product to Belarus along the river. But you should ask him about the depth of the Prypiat River in the area of Yanivskyi bridge. We inform the Minister: the depth in this area is only 40 cm (although last fall it was 90 cm, and the passport depth in general should be 1 m 50 cm). Ukraine has signed a number of protocols with the Republic of Belarus at the level of the Presidents of the countries and the corresponding Ministers. According to these protocols, Ukraine has agreed to carry out the necessary work in 2018 to support the depth on the Prypiat River (from the mouth to the border) at a level of 150 cm. The indicated dredging works are not carried out. It has led to worse state of the navigable path, especially on the Pripiat River, where the depth has actually been reduced.

This is an official warning of the State Hydrographic Service. And when I see the Minister writing on Facebook one thing and doing the opposite, I’m wondering how he is going to look in people’s eyes after such a barefaced lie.
Example 2. In March 2018, a joint meeting of the Association of Ukrainian Cities, the Ministry of Infrastructure of Ukraine and USPA SE was held in the city of Yuzhne (Odesa region). The Ministry proposed the ways to direct part of the port dues to local budgets. But this idea is plagiarized. It was proposed earlier in an alternative draft law of the deputy inter-faction association “For the Development of Rivers of Ukraine”. What of you draft laws does envisage this? What your initiative does envisage this? This person is engaged in plagiarism. All healthy normal initiatives of our company or people’s deputies are assigned as their own, but nothing is fulfilled. Every day, you say that NIBULON prevents you from adopting laws. Show the draft law you lobby for to the public, city and region heads of the settlements located along the Dnipro River and the Southern Buh River. The n-th version has been considered unofficially, but the latest version is not registered in the Verkhovna Rada. What does our company hamper? What does a people’s deputy Andriy Vadaturskyy hamper? It is a barefaced lie. It’s a frank humiliation. It is just after this program you can say, “Dear journalists, be careful when communicating with this person”. And as a manager I always have a question, “Are there any leaders in the country who could correct the reformer? Is there no authority over him? Is it really impossible for anyone to assess his real activity?
Example 3. The Minister claims that our company is preventing the arrival of foreign investments in the country. But what prevented him personally as a Minister from opening navigation on the Dnipro River in time? We have repeatedly informed the public that from November 2016 until the end of March 2017, navigation was stopped unjustifiably and the locks on the Dnipro River were closed:

To my appeal why navigation was still not open on the Dnipro River as there were all prerequisites for this, Volodymyr Omelian, instead of providing a constructive reply, began to threaten that he would investigate the activities of our company, saying that we carried out some unlawful actions while passing through locks. But there are no violations in our company and we have nothing to be afraid of. Is it necessary to adopt any additional law in order to open the Dnipro River? No. You just have to have a good head on your shoulders and to be responsible to Ukraine.
Anyone who opposes our idea of reviving Ukrainian navigation and shipbuilding implants in the public consciousness an idea that NIBULON is a monopolists and it opposes the adoption of a law. The purpose of this tactic is to oppose our company to the public. As a result, we are forced to spend a lot of time every day to refute such information attacks. And this conference is one of the tools in order to explain the position of our company.
Implementation of the investment project (Kremenchuk)

Kremenchuk elevator constructs something. Previously, you often informed the townspeople about construction sites of NIBULON. But today it is not clear what they areconstructing, where they invest money in garden squares and parks… Is it possible to change the situation? (FB)
Oleh, in the territory of transshipment terminal of “Kremenchuts’ka” branch we are constructing additional silos (20,000 tons) to store grain, leguminous and oil cargoes, as well as a truck tipper with attachment to the existing technological complex of the branch. Expansion of the transshipment terminal’s capacities will increase the volume of simultaneous storage of grain products and reduce the time needed to process vehicles. In turn, this will allow us to avoid down time in Kremenchuk and on the entrances to it.
During the construction of large facilities, our company practices weekly meetings with the participation of our own specialists and contractors, representatives of local and regional authorities, media representatives. I also attend every meeting.

As for the implementation of social projects as part of our investment programs, this case was not an exception. Before the start of the work, as required by law, we have completed a full approval process, including public hearings, to inform about the project in the local media. As a result, we have allocated UAH 500 thousand for the reconstruction of the park near the river station. Also, the asphalt pavement on Flotska St. will be repaired at the expense of the company (UAH 1.5 million). And part of asphalt covering of this street will be replaced by concrete (UAH 800,000).

Implementation of the investment project in Mykolaiv region

In connection with the beginning of a large investment program in Egypt, does NIBULON plan to change its infrastructure program in Ukraine? What would you like and could do and build in our country and in the Mykolaiv region, if you aren’t prevented from doing it? (FB)
NIBULON’s investment program in Ukraine will not be adjusted due to the fact that we will implement an investment project in Egypt. We continue performing the large-scale reconstruction of NIBULON shipbuilding and repair yard in Mykolaiv. At the same time, we are constructing vessels. The plant has a heavy order book for the next three years. There are even some problems with placing new orders. As you remember, this May in the presence of the President of Ukraine, we keel-laid the first 140-m self-propelled vessel. It will be launched in summer 2019. Other self-propelled and non-self-propelled vessels are being constructed. At least two more tugs and two non-self-propelled vessels will have been built by the end of the marketing year. The next tear our fleet will number 79 vessels. In a few years this number will attain 100 units.
We do not change our investment program to construct our transshipment terminals in Ukraine. I have told about the reasons for some delay in the construction of these objects during the Internet conference. I will add only that in the Marianske (Dnipropetrovsk region), we will start the preparatory work at the facility in September-October 2018, in Ternivka (Zaporizhzhia region) – no later than in September 2018. Both terminals will be put into operation no later than the 2nd quarter of 2019.

Why do you build so little in your Mykolaiv region? Will a terminal in Matviivka be constructed? Mykolaiv needs working places. (FB)
Helen, we said about our desire and readiness to construct an enterprise in Matviivka (Mykolaiv) in 2016. As part of this construction, a ferry crossing was planned. I personally informed Mykolaiv mayor, head of Mykolaiv Regional State Administration about our intentions. Moreover, during a meeting with the Minister of Infrastructure in summer 2016, I presented this project. We reckoned on his support. But there is no support. The question of land allocation is still not resolved. The ball is in the government’s court. And we are ready to work.
In our region, it is very difficult to solve the issue of land allocation for investment projects. For example, in Voznesensk, we could also build an object of transport infrastructure in order to transport building materials from local quarries to Mykolaiv, but the regional authorities still cannot solve land issues.
This spring we put into operation the elevator complex for shipment grain and oilseeds (43,000 tons) and reconstructed the berth of 222 m. Now, at the company’s transshipment terminal in Mykolaiv, we can handle 5 vessels with a water shipment capacity of 50,000 tons per day.

I ask you to forbid the passage of your transport on Tanaschyshyna St. (Voznesensk, Mykolaiv region). This is a road of the 5th category. There are no sidewalks there. Our houses suffer from traffic of your heavy vehicles. Something bad can happen any day now. Trucks should travel along regional road – Odeska St. (formerly called Kirova St.). On behalf of the residents of the street I ask you to redirect your transport. I hope that you will pay attention to this information. (FB)
Thank you for paying your attention to this question. I inform you that trucks carrying grain cargoes to our terminal do not move along this street due to some technical reasons and because of the inconvenience when turning into your street. Trucks with less cargo capacity move there to local industrial objects of Voznesensk.
However, for my part, I have already addressed myself to Voznesensk mayor Vitaliy Lukov. He and the State Motor Vehicle Inspectorate will do everything to ensure that there are appropriate signs for prohibiting the vehicle movement.
By the way, our company assisted local authorities in repairing all parts of the highway from Odeska St. up to our terminal. In addition, we contributed to the maintenance of the normal technical condition of this road, as well as organized round-the-clock lighting on this site.
E-40
A year ago, in an interview with you, we discussed the current situation regarding the implementation of the program for the restoration of the E-40 navigable path. At that time, unfortunately, Ukraine did not show the expected results. How much has the situation changed to date? How interested are European colleagues in it? What does prevent the faster implementation of the project?
To date, nothing has changed. Ukraine does nothing to fulfill its obligations to the EU to maintain the depth of the navigable passage along the E-40 waterway from the mouth of the Dnipro River to Kyiv at 3.65 m. The same thing is with dredging of rocky bottoms in the area of Dniprodzerzhynsk Reservoir, where more than 10 years ago (in 2007), the cruise ship Dnieper Princess with over 200 German passengers on board was stranded after getting a hole. And it would be possible to find such funds, given the billions for dredging works in the ports of Big Odesa, whose tenders are now declared invalid. Ukraine has signed a number of protocols with the Republic of Belarus at the level of the Presidents of the countries and the corresponding Ministers. According to these protocols, Ukraine has agreed to carry out the necessary work in 2018 to support the depth on the Prypiat River (from the mouth to the border) at a level of 150 cm. The indicated dredging works are not carried out. It has led to worse state of the navigable path, especially on the Pripiat River, where the depth in the area Usiv-Stryzow is 40 cm (it is not a low flow). Therefore, I am ashamed of Ukraine. I am ashamed of the Ministry of Infrastructure.
