I’ve already told that instead of a year-round navigable river and the increase in volumes of water transportation we face only loud slogans and absolute inability of the officials of the Ministry of Infrastructure to ensure continuous work of the subordinate enterprise and the Dnipro River. And navigation on the Dnipro River is stopped in spite of favourable weather conditions.
In 2017-2018, navigation on the Dnipro River was stopped for more than 4 months (from November 28 to March 20):

By the way, I was forced to show the Minister of Infrastructure Volodymyr Omelian photos with the river free from ice at our meeting with the EBRD. And he was very disappointed with that.
Unfortunately, this year the situation repeats itself. There is no ice on the Dnipro River, but navigation is stopped. To confirm my words, now I am forced to show the entire Ukraine these photos of the Dnipro River near our company’s facilities.
Year after year we have a feeling of déjà vu. “Reformers” of the Ministry utter loud statements about their “insurmountable” desire to organize year-round navigation (they said even about icebreakers that allegedly should accompany vessels during freezing period), but in practice we have favourable weather conditions and no navigation on the Dnipro River. As we see, that’s not the absence of the Law “On Inland Water Transport” and rejection of the draft law No. 2475 a-3 with corruption-related features hinder the increase in cargo traffic on Ukrainian rivers. The continuous populism and inability of the management of the Ministry of Infrastructure of Ukraine to properly organize the work hinder this process. By the way, one doesn’t need a draft law in order to repair locks, does he, Mr. Omelian? There is only a need for your readiness to make decisions, good organization and vigour in your work and in work of your subordinates.
As far as I understand, the need to pay the Shipping Register of Ukraine for checking the technical condition of the locks and issuing Certificates of suitability for use comes as no surprise. There was a period when we paid Ukrvodshliakh SE for lockage beforehand in order to allow them to pay the Shipping Register of Ukraine in time. Certain officials emphasize the need to announce a tender and wait two months to make a decision and to determine the amount of money one state body (Ukrvodshliakh SE) will have to pay another one (the Shipping Register of Ukraine); there is no alternative to the Shipping Register of Ukraine, a company which could provide such services. So, today’s blocking of the river is only a failure of the Minister and his subordinates to organize work.
I appeal to the Prime Minister of Ukraine Volodymyr Hroisman: please pay attention to absolute lack of professionalism in the Ministry of Infrastructure, to this inactivity and make Ukrainian officials work for Ukraine’s benefit. I would like to inform you that today agricultural producers of Kyiv, Poltava and Cherkasy regions are forced to transfer their products across Ukraine to the ports of Big Odesa and Mykolaiv because our facilities in Kyiv region (“Pereyaslavs’ka” branch) and Poltava region (“Gradyz’k” and “Kremenchuts’ka” branches) are stopped due to lack of free silos for grain receipt. It causes enormous damage to Ukraine’s economy and agricultural producers.
I also appeal to you, Mr. Omelian. Prove that you are a real professional who really loves his country. Please solve this urgent problem quickly and effectively. Let the officials of your Ministry come down from their Olympus to ordinary people and unblock the Dnipro River. If these “reformers” do not know how to open locks, then let them address themselves to the former head of Ukrvodshliakh SE Mykola Vereshchaka. He will share his own experience how he did it every year. After checking the technical condition of the locks, they still remember that it is necessary to do trawling, to set the navigation conditions on the Dnipro River. All these processes will have been lasted by the end of spawning.
When such situations happen in our company and careless subordinates hinder the company’s work, I am forced to fire such employees. That is a fundamental difference between the operation of a private company, a leader in navigation and domestic shipbuilding, and the public sector. That is why the Ukrainian business is forced not to prosper, but to survive with such reformers in Ukraine.
If we continue to tolerate this attitude towards us and our country, we will become accomplices of this lawlessness. It is necessary to show all the will, courage and readiness to work in order to change life in Ukraine for the better. Our destiny and our future depend on us.
