During the implementation of the project “Reconstruction of 67th and 68th ways of the slipway in the territory of NIBULON”, which passed the procedure of environmental impact assessment (registration number 2018213169, environmental impact assessment№ 21/2018 dated 21.08.2018), the company plans to remove 67,6197 thousand m3 of soil. According to the project decision, bottom soil is subject to preliminary natural drying on its own land (at the transshipment terminal); after that it is taken to a municipal landfill (16 Nova St., Vesniane village) and is used there as an insulating material for the prevention of fire. For this purpose, NIBULON has sent a number of letters to mayor Oleksandr Sienkevych and deputy mayor Yurii Stepanets (letters of response of the Executive Committee of Mykolaiv City Council No. 8508/020201-18/14/18 dated 07.08.2018 and No. № 10187/02.02.01-18/14/18 dated 12.09.2018) and under a contract with Mykolaivkomuntrans it removed about 9.0 thousand m3 of bed load (the upper layer, which is most susceptible to the intended anthropogenic impact of the plant’s many years of activity) to the landfill, having spent UAH 103,615.
At the beginning of October 2018, NIBULON received a letter signed by Anatolii Yakovyna, first deputy head of Zavodskyi District Administration (Mykolaiv region), with a request to carry out the improvement of the territory from Riviera apartment complex to Golden River café, namely to bring soil and plan the territory at the above-mentioned site.
We responded to this request and at our own expense began work on filling the pits and vertical planning of the territory to be improved. For this purpose, it is planned to use part of the soil taken out of the deeper, continental layers during excavation works on arranging the foundations of ways of the slipway. The soil has been previously tested in laboratories with the appropriate field of certification for the content of heavy metals (Pb, Cu, Zn, Cd, Hg, Mn), organochlorine pesticides (DDT, DDE, DDD), content of gamma-HCH and heptachlor, and radionuclides (Th -232, Ra-226, Cs, Sr, 40K).The results of the researches confirmed its environmental safety in terms of possible contamination of the land with heavy metals, organochlorine pesticides, radiological components. Regarding the suitability of the soil for plant growth, physicochemical and agrochemical parameters were researched, the results of which suggest that the soil does not have negative impact on soil fertility and is suitable for lawn formation and planting of ornamental plants (research protocols No. 815 dated 24.01.2018, No. 9 dated 25.10.2018, No. 45 dated 25.10.2018).
The territory planning at Riviera residential complex has been completed, during which 1.26 thousand m3 of soil was used. Now you can create a park zone and plant green spaces on the site of the former deep pits; and residents of this area can join to these works. On the rest of the territory in the direction of Golden River café the works were suspended by the deputies of Mykolaiv City Council.
We call on deputies and officials of Mykolaiv City Council, in particular Dmytro Zhvavyi and Vladyslav Yentin, to consider distribution of unverified and rumored information, to thoroughly and professionally study the issues instead of spreading panic among the residents of Mykolaiv.
Despite the fact that we already have conclusions of laboratory researches on the ecological safety of the soil, we have sent additional samples of soil to the testing center of Mykolaiv branch of Soils Protection Institute of Ukraine. We will report on the results of the researches later.
