NIBULON plans to complete road works. It is inappropriate for the company to receive grain from agricultural producers when access roads are not constructed. It is a demonstration of disrespect to them.
At present NIBULON has constructed its transshipment terminal, which is ready to receive new yield. The agrarians of Mykolayiv and Kirovograd regions are looking forward to its opening. Oleksiy Vadaturskyy, NIBULON’s general director, said about this at the production meeting with heads of contracting organizations that took place at “Voznesens’ka” branch on June 27.
“In a few days it will be exactly100 days since we have started building this new high-tech transshipment terminal. Today the facility is ready to receive grain, but the connection of access roads to the terminal with the road of national significance R-55 Odesa–Novyi Bug is the only delay. NIBULON’s representatives have been solving this issue with the Regional Roadside Service. The estimate documents have been already agreed, but the organization didn’t sign the agreement that allows transferring money for operations. The district administration of the Roadside Service is ready to repair pavement, but it depends on the regional one. Thus, the bureaucracy prevents from repair works, thereby postponing the receipt of grain crop from agricultural producers”, noted Oleksiy Vadaturskyy.
As soon as the road to the terminal is ready, the company will inform the agricultural producers about the beginning of new yield receipt.
The terminal’s lab complex and the weighting station have passed certification and are ready to receive grain crops. The laboratory assistants are finishing their traineeship at other branches of the company.
Despite the adverse weather conditions, a huge amount of work has been done for these 100 days. Almost 70 contracting organizations have worked at the site over this period of time. Supervisors of western partners observe the work of new equipment in test mode. We are trying to make a new terminal work rhythmically as well as other company’s facilities, and serve the producers at high level.
Thus, Aziz Yalchyn, the supervisor from “Symaga”, controls the process of facilities’ mounting. “I have been working at this site for two weeks. The employees are very hardworking people and I don’t see any problems. All silos will be ready by the end of this week”, tells the representative of the Spanish company.
In his turn, Oleksiy Vadaturskyy said that Aziz Yalchyn was on a business trip till July 10, but the high tempo of silos’ mounting would help to finish his work ahead of schedule.
“I’ve been to many countries, but Ukrainians are the most hardworking people. They can work round-the-clock. Frankly speaking, it is the first experience in my practice of such rapid and mass facilities’ construction. It’s a record”, noted the supervisor from Spain.
“Neither Ukraine nor any other country builds an elevator of such complexity in 100 days. NIBULON is an exception. The organizations we collaborate demonstrate their potentials and surpass their own record high in job arrangement”, added Oleksiy Vadaturskyy.
The company finishes building of quarantine parking lot for trucks at the terminal. According to NIBULON’s General Director, the terminal receives grain straight from fields. Agricultural producers harvest in different weather conditions; therefore sometimes the lab analysis doesn’t confirm grain quality declared by suppliers. It is compulsory to let the producers know about this beforehand and carry on negotiations. Thus, we need some time. The parking lots are the vital elements to avoid traffic jams in case of such delays.
The workers of the transshipment terminal water its territory 24 hours a day. It is necessary to wash off concrete mineral dust. Under no circumstances should concrete mineral dust accumulate to grain. The company has already set the solar batteries at the cafeteria, laboratory and administrative building’s roofs. At present NIBULON is completing the berth’s building. Two dredgers conduct operations in this area.
The company carries out works to landscape the territory. Thus, the fountain with crystal water near the cafeteria attracts visitors’ attention. Unfortunately, the weather conditions prevented the company from landscape gardening of the terminal’s territory. There is no sense to bed out flowers in such heat. At first, we should make irrigation system and then we will organize flowerbeds.
“The amount of precipitations in Voznesensk region prevents us from landscaping of “Voznesens’ka” branch’s territory. The soil is so wet that the machinery can’t carry out works. Only high-tech agricultural machinery can cope with these operations. The contracting organizations do their best and work round-the-clock. I don’t have any reasons to complain of their work because they do more than we have expected”, stated NIBULON’s General Director.
NIBULON will continue realization of its social projects after the terminal’s commission. The company will landscape the territory of newly built site.
However, the bureaucracy postpones realization of these projects. In spite of the circumstances, NIBULON’s specialists don’t give up and will implement all the projects.
There are some unsettled issues with the State Service of Ukraine for Geodesy, Cartography and Cadastre concerning territory near the river, provision of the necessary facilities for the recreation zone. According to Oleksiy Vadaturskyy, the company has been bringing up these questions for more than year. “Unfortunately, ‘the bureaucratic machine’ of state structures is not ready to solve questions with investors in a constructive way. It is the main problem of our country. NIBULON will not give up on its principles. The company will build the recreation zone on river’s bank as soon as we put the terminal into operation”, declared the company’s General Director.
We have similar obstacles with bicycle track’s building. “The company faces very strict requirements. The bicycle track should be constructed in more than 10 meters distance from the main highway, at agriculturally used areas in other words. We can’t do this. We negotiate with the Regional Roadside Service’s specialists about possibility of combining the road of national significance with the bicycle track equipped with all road signs and marking. Everyone realizes that both cyclist and sportsmen ride the roads. There is a need to let the road traffic participants move freely. We have learned the world and European practice. The company is trying to borrow their experience and share it with local road building organizations”, said Oleksiy Vadaturskyy.
Please note that the non-self-propelled vessel of the project B2000 has performed the first cargo trip along the Southern Bug River to “Novoodes’ka” branch recently. It took place along with the finishing point of the transshipment terminal’s construction and dredging works near Voznesensk town.
The vessel’s holds took 2 thousand tons of wheat. The cargo has been transported to NIBULON’s transshipment terminal in Mykolayiv. Due to one cargo trip of the non-self-propelled vessel, 80 trucks were removed from highways.
This year the company plans to transport about half a million tons of grain along the Southern Bug River. Thus and so, the company implements its main investment project and redirects its cargoes from highways to rivers.
