NIBULON’s Investment Project is an Opportunity to Overcome Ukrainian Economic Crisis

In its multi-aspect activity, NIBULON strictly follows the key principles of efficient business, namely to work only within legal framework, do business openly and transparently, and to promote the environment preservation. Therefore, NIBULON categorically responds to any untruthful and unprofessional accusations and is ready to deny them by providing reasonable proofs and facts. 
Today, the company has to deny a lot of untrue information because of the so-called “professionals” considering themselves experts almost in all areas of life. In reality, they just mislead people. 
Unfortunately, the same thing has happened in this case. Getting access to the documents without understanding the details, the author, speculating upon the name of the renowned company, spread obviously false facts taken out of context. By the way, this journalist did not address himself to NIBULON, asking to comment or explain data, according to ethics of journalism and the Ukrainian legislation. The main goal of this “accusing inquest” seems to be just the common manipulation of people in order to satisfy the interests of real customers ordered these discreditable materials, and none mentions about the environmental preservation, ecology and future of Ukraine. 
We officially state that our company is an example of environmentally and socially responsible business in Ukraine. Before commencing any activity and investment project, NIBULON accurately investigate its impact on the environment and on public interests. The investment project to revive navigation along the Dnipro and the Southern Bug implemented by NIBULON since 2009 is acknowledged as environmentally reasonable. 
This project includes the construction of elevators, river terminals, NIBULON’s own cargo fleet, and the development of river infrastructure as a component of Ukrainian modern agrarian logistics. Its advantages are obvious. They will positively influence both every citizen and the state’s economy as a whole. In particular, the revival of navigation along the Southern Bug and the Dnipro will enable to reduce anthropogenic impact from traffic. It will contribute to the development of social and economic infrastructure, the increase in Ukraine’s transit potential, the development of marine and economic complex, the opening of new enterprises and the development of present ones, the creation of new jobs, and the increase of budget and specialized funds receipts, social security payments, etc. In particular, the navigation revival along the Dnipro and the Southern Bug will enable NIBULON to transport up to 3 million tons cargoes by water, which represents the same figure as could be carried by up to 150 units of trucks. This will provide a positive environmental effect due to the reduction of fuel combustion emission per one ton of grain transported. Ukraine’s potential is more than 50 million tons of different cargoes (cement, sand, broken stone, construction materials, agricultural products, etc.). 
One of the components of NIBULON’s investment project is dredging the limiting sandbars in the Dnipro Reservoir and the Dniprodzerzhynsk Reservoir, which has been approved by the Ministry of Ecology and Natural Resources of Ukraine during the state environmental expertise.
Having received an original text of the conclusion from the Ministry of Infrastructure of Ukraine, the article’s author tries to combine separate projects implemented by our company in different regions of Ukraine. Taking out of context separate phrases from official documents, the author awkwardly represents the distort information on real plans of the company’s investment activity. 
Firstly, NIBULON will not dredge the limiting sandbars in the Dnipro Reservoir and the Dniprodzerzhynsk Reservoir in Chygyryn district (Cherkasy region). Here, in 2009, NIBULON constructed its first river transshipment terminal (Vitove village) as part of its investment project and informed citizens about it in the local mass-media. Therefore, it is quite strange that the author brings up these questions only now, when the heads of the Regional State Administration and the District State Administration received letters of intent to revive passenger transportation. 
At present, “Vitove” branch is the only company’s terminal in this region that ensures the receipt and processing of grain and oilseeds with further shipments thereof on water transport. While constructing the transshipment terminal in order to ensure safe receipt and handling of vessels, NIBULON dredged operational water area and water access to the berth of up to 4 m depth. The berth and its water access are included in the chart map of the Kremenchuk Reservoir and registered by the Shipping Register of Ukraine. The depth level is maintained by NIBULON’s own dredger made in Finland that meets the requirements of ISO 9001 international quality standards and ISO14001 environmental safety. The Watermaster Classic IV dredger is widely used in Europe, performing operations on rivers, lakes and in wildlife preservations. 
Secondly, in addition to developing cargo transportation by river in Cherkasy region, our company plans to revive passenger transportation. The available depth level is enough for safe functioning. There is no need in additional dredging. Chygyryn land is famous for its picturesque landscapes and historical monuments; its development is closely connected with tourism development; therefore, passenger navigation will significantly promote the region’s development. NIBULON informed about it in the letters No.1816/3-16/50 and 1818/3-16/50 dated February 15, 2016, addressed to the heads of Cherkasy Regional and Chygyryn District Administrations. These very letters were taken by the author of “investigation”. 
Thirdly, the project “Dredging the limiting sandbars in the Dnipro Reservoir and the Dniprodzerzhynsk Reservoir” includes two stages. Under the conditions of total inactivity and indifferent attitude of the state executive bodies, the project has been impeded for 5 years. Finally, NIBULON obtained all the required permits to implement the first stage – to clear granite sandbars in the Dnipro Reservoir. The second stage provides for the clearing of sand parts in the Dniprodzerzhynsk Reservoir, but NIBULON will not implement it. The Kremenchuk Reservoir is only a place for earth deposit as specified in all agreed documents. It is unreasonable for the author to touch on this issue, considering the fact that the state is obliged to maintain the navigation pass depths. At present, the declared depths are 3.65 m, but the true depths are 3.2 m. 
Fourthly, our company works transparently and within legal framework. The brief summary of the project “Dredging the limiting sandbars in the Dnipro Reservoir and the Dniprodzerzhynsk Reservoir” was provided in an environmental impact statement published on NIBULON’s official website (www.nibulon.com.) as well as in the Ridne Prybuzhya newspaper dated August 20, 2015. Thus, all the materials are always available and were repeatedly discussed. 
Fifthly, there will be no radioactive waste described by the author. The area of work execution is located in the middle course of the Dnipro basin, flowing along the Ukrainian crystalline massif and creating flooded sandbars and stone ridges. It concerns rock destruction but not silt. Moreover, waste is not concentrated on the rock. It is necessary to excavate granite rocks which samples were researched for natural radionuclide content (Th-232, Ra-226, Сs-137, К-40) by the respective institutions (Test Report No.823 dated 12.11.2012). In accordance with the resolution of Mykolayiv Regional State Design and Technological Centre of Soil Fertility Safety and Product Quality, the granite samples to be tested can be used as construction materials without limitations according to radiation factor. Consequently, it will be applied for the realization of state bank protection projects, including banks of the Kremenchuk Reservoir. We advise Mr. Lymarenko, if he really cares about the ecology, to look at the Dnipro banks, where trees are falling into the water. Demonstrate your persistence and struggle against this problem in order to avoid tragedy that can do a lot of harm. 
In order to eliminate dangerous engineering and geological processes, the design decision provides for the rock excavation technology by using a hydrohamper and breaking off tectonic stratum of rock pieces without an explosive. NIBULON is actively preparing to implement the project “Dredging the limiting sandbars in the Dnipro Reservoir and the Dniprodzerzhynsk Reservoir”. At present, the company at its NIBULON shipbuilding and repair yard (Mykolayiv) has already started financing the construction of a pontoon for the Volvo EC 700 CL high-capacity hydraulic excavator equipped with a hydrohamper and a grab of 3.37 m3, with the digging depth of more than 9 m. 
The State Enterprise of Waterways (Ukrvodslyah) determined a land plot near the dam belonged to Dniprodzerzhynsk navigation lock to be the place for temporal rock storage. Barges will transport it. The further usage of rock will depend on authorities’ decision. 
There are a lot of puppet public figures used by certain institutions for unfair struggle. Their duty is to bother. Unlike the latter, our company invests in the Ukrainian economy, creates new workplaces, and reforms the state. Both the experts from marine and economic sector as well as from other economy sectors and ordinary people from riverside villages support NIBULON’s plans. They are waiting for new workplaces and infrastructure development. Moreover, the President also supported our initiatives. NIBULON has undertaken a commitment to solve an urgent problem connected with the river navigation revival. We are sure that the realization of NIBULON’s investment project will be a step ahead for Ukraine’s economy. It will develop and improve Ukraine.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».
