A few days ago the article about NIBULON’s solution how to fight shadow grain market, about the advantages that agricultural producers will get from selling commodities within the legal environment was published. Soon after its release, NIBULON, the company which works in grain market honestly, transparently, and openly, strictly following the Ukrainian legislation, signed the first contracts with individuals.
Formerly only legal entities were NIBULON’s partners.  A significant part of agrarian market is in “shadow” because of activity of middlemen (according to different estimates, the illegal sector occupies up to 40 % of the agrarian market). NIBULON decided to start its information campaign to involve individuals in cooperation. The aim is to prevent from buying grain of individuals for cash, because the state loses large amounts of taxes, and the individuals lose their income and become deceived.  
Thus, within the past two months, NIBULON’s specialists visited elevators, village and district councils of Mykolayiv region.  They held meetings with owners of land plots there and told them about advantageous of work within the legal environment. In particular, they have already held meetings in Veselynove, Domanivka, Snigurivka, and Nova Odesa districts of Mykolayiv region. Voznesensk, Yelanets, and Bashtanka districts are next in turn.
The company has already signed 5 contracts of sale, and the individuals have performed delivery of grain according to 3 of them. The individuals from Snigurivka and Voznesensk districts of Mykolayiv region became the first ones who had taken advises of NIBULON’s specialists and decided to legalize their business. The individuals who have sold agricultural commodities received evidence that work within the legal environment, especially cooperation with NIBULON, is easy, comfortable, and safe. Individuals receive legal payments for their commodities, and the company pays taxes to the budget. This money can be used to solve problems at local level and develop local infrastructure. In particular, it can be used for repair works of educational and medical institutions, for maintenance of local amenities (sports grounds, children’s playgrounds, sights of cultural and historical heritage, public gardens), street illumination, pavement repair, etc. 
NIBULON in its turn will inform village councils and district state administrations about individuals who have already sold grain, for whom we have paid a large amount of taxes which a district state administration in turn should deduct to village councils. Thus, first of all, village councils should be interested in process of control and transparent use of that money. It is a real chance to improve infrastructure of their settlements using paid taxes for cultivated grain. The future is behind this principle. So, agricultural producers and representatives of village councils have to think about this.
There is no doubt that we have to resolve one more question: village councils should receive money for sold commodities directly on their accounts. Then both heads of village councils and local inhabitants will be interested in the fact that the taxes should be paid locally.  Only then we can expect our Ukrainian villages to become prosperous. We are convinced that it will happen.
NIBULON is doing its best to legalize grain market of Ukraine and calls on all agricultural producers to carry on business only within the legal environment, strengthening economy of the country. As you can see, efforts of NIBULON’s specialists were not in vain. Things are moving and the individuals of Mykolayiv region have already started to legalize grain market.
