I consider it to be a positive decision to appoint new people as ministers who have appropriate professional knowledge and enjoy confidence of the society. These people are ready to reform Ukraine’s economy and not to serve financial and industrial organizations. In particular, it concerns the Minister of Infrastructure Andriy Pyvovarskyy, the Minister of Agrarian Policy and Food of Ukraine Oleksiy Pavlenko, the Minister of Economic Development and Trade of Ukraine Aivaras Abromavichus, the Minister of Finance Natalya Yaresko and other new people in the Cabinet of Ministers of Ukraine whose activity was supported by NIBULON.
The company as a law-abiding entity of the real sector of economy is aware of difficulties in creating an effective team and achieving goals. Thus, we understand that it is a hundred times more difficult for the newly appointed ministers who agreed to take a responsibility and devote part of their lives to developing Ukraine, taking into account military aggression from the Russian Federation, daily behind-the-scenes struggle against people (either politicians or businessmen), struggle against appointment of “one’s own” people, and constant resistance to progressive ideas (both on the part of officials and citizens).
Thus, in order to work efficiently, the government and ministries must have a like-minded team. Otherwise, none of the ministers solves even the simplest tasks.
If we want our country to be respected in the world, we must help and support the team of reformers and not to tear the country for additional benefits.

Our company supports initiatives proposed the Minister of Infrastructure of Ukraine Andriy Pyvovarskyy. He is the best minister of infrastructure since the time of Ukraine’s independence. Unfortunately, he is dependent on those people who were appointed without his participation. As a result, such officials from ministries, departments, ports, protecting the interests of financial and industrial groups, prevent from developing marine and economic complex in other regions of Ukraine, in particular the Dnipro dredging. In other words, being unable to develop in equal conditions, Ukrainian ports support the development of one port in Odesa region.
We support reformatory approaches introduced by the Minister of Agrarian Policy and Food Oleksiy Pavlenko. He did a lot to popularize Ukrainian agro-industrial complex in the world. He showed that Ukraine had prospects to be the best state in the agro-industrial complex worldwide. But we are against that fact that he is attempted to deprive of influence on the Agrarian Fund PJSC, the State Food and Grain Corporation of Ukraine as well as a number of other state enterprises, appointing people as top managers who protect the interests of certain financial organizations. Watching these financial groups exploit these state enterprises in order to enrich themselves, it seems that nothing has changed since former authorities. Corruption, losses and misuse is everywhere. But they must realize their time will up soon.
Please recollect the recent changes to the Tax Code of Ukraine and the Budget-2016, when employees from the agrarian sector were involved in meetings to force the parliament to adopt decisions being profitable only for several financial and industrial organizations. In order to understand who benefits from this, one should look through the latest rating of companies who received a VAT refund. By the way, these companies did not use VAT refund as additional agricultural commodity payment to farmers, as agricultural commodities did not become more expensive. Instead of it, these funds were directed to enrich separate companies and persons.
We seriously state that due to these innovations the agrarian sector will receive additional funds in price, and the conditions will be profitable as compared to the previous ones and even without additional benefits. We have calculations and are explaining these innovations to our partners, farmers and agricultural producers. These changes will enable each of us to be an exporter and not to promote further agrarian market shadowness. The employees of the agro-industrial complex have not realized yet those advantages they have now.
Thus, the villagers must be informed of advantages specified in draft laws, instead of being involved in protests and meetings. This will help to legalize market relations in the village. As a result, a group of companies are enriching themselves due to ordinary people provoking them to meetings and demonstrations. It is impossible to live and work in the shadow economy of the grain market. We are discrediting Ukrainian agrarian sector in the world. Western investors will not invest in the agrarian sector.
The fat-and-oil industry is also in a complicated situation. For example, an export duty on sunflower seeds has a restrictive character and prevents sunflower producers from exporting it. They have to sell sunflower seeds on lower prices to several companies. Sunflower seed producers receive UAH 10.5 billion less annually. Have the companies of fat-and-oil industry invested these funds in the Ukrainian economy? No, they haven’t. Unfortunately, the state cannot struggle against this lobby. The whole of the agrarian sector, cultivating more than 10 million tons of sunflower seeds annually, is forced to its knees. These producers actually finance the fat-and-oil industry in Ukraine. Our company is against of it.
We support the activity of the Minister of the Economic Development and Trade of Ukraine Aivaras Abromavichus. He did a lot to facilitate doing business in Ukraine and to deregulate the economy. This Ministry has become independent and did not serve the interests of financial and industrial groups or politicians. But we are disappointed at some people who require to appoint persons to serve the interests of certain organizations.
In general, the ministries and government does not have a strategy and a plan to develop the state’s economy. Taking this into account, most people do not understand what to wait for in future. Thus, every citizen and every company are left alone with their problems. The government should determine priorities. For example, Schengen visa cancellation is good, but the economy development in Ukraine must be a priority. Ukrainians should go abroad only to travel. Europe must invite our country to be a EU member. Then Donbass region and Crimea will want to be a part of Ukraine. Ukraine will be strong and united.
The most horrible consequence caused by the absence of this strategy and plan is a destruction of achievements attained during the Revolution of Dignity. This prejudices a self-denying struggle of our soldiers in the East of Ukraine.
I think the Ukrainian President Petro Poroshenko should clearly position himself. The President’s immediate surroundings should be stopped from compromising him as the President as well as the whole of Ukraine. It is necessary to make these officials and politicians think about the country and not about their own interests. It is necessary to replace such officials so that ordinary people may trust the authorities again. I supported and support the President, but Ukrainians should also support and make him control his immediate surroundings who involve the country in dirty shadow business and scandals.
Corrupt politicians must resign. Leave alone ministers who initiate reforms, let them work, help them and then ask an activity report.
The President must notice that some activities performed by high level authorities negatively influence the local authorities. The local officials persistently adopt “the best” experience of corrupt schemes inherited from the former authorities. The local officials do not need successful, independent, and highly-qualified people.
Today one should speak less about corruption, it is necessary to overcome it in reality. It is necessary to stop lobbying the interests of industrial and financial groups, by appointing “one’s own” people to the ministries, departments, and state enterprises. It is a shame to read news about different owners and managers of private companies enriching themselves at the expense of the state budget, without investing in the state’s economy. Demonstrating such activities, companies sometimes finance the aggressor’s economy.
We deserve to live in a better country. Thus, we must do everything so that Ukrainians may live better here, in Ukraine. Officials and politicians should remember nothing is eternal. They will live among ordinary people after resignation.
