The Ukrainian Grain Association that unites leading grain exporters and actively supports the Government’s policy to reform the state’s economy, has addressed itself to the Ukrainian Prime Minister A.P. Yatsenyuk, the Vice Prime Minister of Ukraine V.M. Voshchevskyy, the Minister of Regional Development, Construction, Housing and Communal Services G.G. Zubko, the Minister of Agrarian Policy and Food of Ukraine O.M. Pavlenko, the Minister of Infrastructure of Ukraine A.M. Pyvovarskyy and the Acting Minister of Ecology and Natural Resources of Ukraine S.L. Kolomiets, informing that the subordinate central bodies of the executive authority improperly execute the decisions to modernize transportation system made by the Government, thereby hindering the development of the grain market as well as the expansion of the Ukrainian export potential.
In 2013, NIBULON, a member of the Ukrainian Grain Association, provided the Ministry of Infrastructure of Ukraine with a working draft to dredge the limiting areas of the Dnipro River. This project will ensure the quick revival of cargo transportation by water and the reduction of traffic load on highways.
In April 2014, the Ukrainian Prime Minister decided to carry out dredging on the limiting areas of the Dnipro and the Dniprodzerzhynsk Reservoirs in order to revive navigation along the Dnipro. The relevant decisions were given to the Ministry of Infrastructure of Ukraine, the Ministry of Nature and the Ministry of Agrarian Policy (it.7 of the report “On Situation in the Agricultural Sector and Prospects of Development in 2014” dated 08.04.2014).
These orders have not been carried out for a long time. The Ministry of Infrastructure of Ukraine did not coordinate work with other central bodies of executive authority (the Ministry of Nature of Ukraine and the Ministry of Regional Development, Construction, Housing and Communal Services).
At the beginning of 2015, the Ministry of Infrastructure of Ukraine approved a schedule of recommended measures to organize dredging on the limiting sandbars of the Dnipro and the Dniprodzerzhynsk Reservoirs. According to the plan, the works were to be started no later than 31.07.2015.
As a result of improper coordination among the Ministry of Infrastructure, the Ministry of Nature and the Ministry of Regional Development, Construction, Housing and Communal Services, the schedule was ruined as well as the expertise of design documentation. The sources of financing were also unidentified.
Thus, the important infrastructure project has not been implemented until now. And the plans to transform the Dnipro into the Ukrainian Mississippi remain only on paper of officials and in the dreams of exporters. The state is assessed to lose UAH 4 billion.
The Ukrainian Grain Association addresses itself to the Ukrainian Prime Minister, asking to carry out a detailed inspection in order to check whether the subordinated central bodies of the executive authority execute the order dated 08.04.2014 and to charge the Vice Prime Minister of Ukraine with an order to ensure the appropriate execution of the given decision and activity coordination among the Ministry of Infrastructure, the Ministry of Nature and the Ministry of Regional Development, Construction, Housing and Communal Services in order to complete expertise of design documentation as quickly and possible, and also to charge the Ministry of Infrastructure of Ukraine with ensuring the execution of works in 2015.
