The decree of the Cabinet of Ministers of Ukraine dated 07.07.2015 No. 491 “On Amendments to Certain Decrees of the Cabinet of Ministers of Ukraine” will promote the improvement and optimization of technological processes, the efficiency of ports and terminals, the wider use of Ukraine’s geopolitical position, the satisfaction of the economy’s needs in transport service, and also the risk minimization of corruption schemes.
In order to perform the decree of the Cabinet of Ministers of Ukraine, Kherson Border Detachment together with the supervisory bodies acting in ports of Kherson and Mykolayiv regions have developed technological simplified procedures to pass through the Ukrainian state border in the international  checkpoints:
– Mykolayiv Sea Trade Port (order No.72 dated 01.09.2015),
– Mykolayiv River Port (order No.73 dated 01.09.2015),
– Oktyabrsk Specialized Sea Port (order No.76 dated 01.09.2015),
-NIBULON agricultural company (orderNo.74 dated 01.09.2015),
– Mykolayiv Potassium Terminal (order No.83 dated 01.09.2015),
– Dnipro-Bug Commercial Sea Port (order No.76 dated 01.09.2015).
The appropriate procedures were also developed in the checkpoints:
– Chernomorskyy Shipbuilding Yard (order No.85 dated 01.09.2015),
– Okean Shipbuilding Yard (order No.75 dated 01.09.2015),
– Mykolayiv Sea Agency (order No.82 dated 01.09.2015).
In addition, all the companies that work in ports were instructed about new procedures. Thus, they will be guided by an instruction to handle vessels and cargoes.
As of September 13, 13 checkpoints in Ukrainian ports were provided with updated technological schemes to let cargoes, transport vehicles and people pass through the Ukrainian state border.
The governmental decree No.491 that came into effect on September 08 will considerably reduce the number of vessel and cargo inspections as well as the number of supervisory bodies involved in these procedures. In particular, the commission control on board a vessel is cancelled. This procedure will be performed only on the documentary grounds, and cargo operations in ports will be conducted without delay.
The document also provides for a new procedure to control foreign vessels that enter several Ukrainian ports. Thus, the vessels will be inspected in the first port of arrival and port of departure.
In addition, the governmental decree introduces a principle of tacit consent at electronic workflow in ports and cancels an annual radiological check of cargoes, if any fixed devices are present in ports.
Other innovations are another procedure for examination, weighing and scanning of goods delivered by sea transport. According to the new rules, all these procedures will be performed in a specialized placed equipped at the port terminal. Port operators must ensure the appropriate conditions till January 01, 2016, so that this standard may function.
