For many years, NIBULON has been initiating a ferry construction in Matviivka area on the Southern Buh River , thereby avoiding truck movement over the Varvarivka and Ingul Bridges to Mykolaiv. The company has been dredging the Southern Buh River without any state assistance, constructing modern high-tech transshipment terminals in Nova Odesa and Voznesensk, and a specialized fleet to reduce traffic load on highways.
During the first nine months of 2019, NIBULON has already transported about 600 thousand tons of products on the Southern Buh, thereby removing 25 thousand trucks from the highways leading to Mykolaiv.
An important step to implement the above mentioned strategic task is to construct NIBULON’s modern high-tech transshipment terminal for grain and oilseeds shipments on river transport with a parking place on the Central district territory (Mykolaiv) at the entrance to Matviivka microdistrict. NIBULON will install systems to reduce the impact on the environment.
Since 2016, NIBULON has been presenting this initiative to the relevant authorities. However, this issue has not been solved for two years. Despite this, we confirm our intent to construct the facility.
Mykolaiv City Council published on its official website a draft paper of the state planning and the strategic environmental assessment report (the document’s complete name is “Mykolaiv general plan development; the development of Mykolaiv historical and architectural basic plan with the determination of boundaries and modes to use areas of historic monument preservation, the development of a section of civil defense engineering measures; the development of the “Environment Preservation” section (as part of the strategic environment assessment report) (further as general plan). Taking this into consideration, NIBULON informs about its intent to implement the project “New construction of the transport infrastructure facility to process grain crops connected with river cargo turnover” (“NIBULON’s transshipment terminal for grain and oilseeds shipments on river transport with a parking place for trucks”)” on the territory of Central district in Mykolaiv at the entrance to Matviivka microdistrict and proposes to make respective amendments to the general plan concerning the location of the given facility on two land plots:
– land plot No. 1 – a 5.67 ha area to construct NIBULON’s high-tech transshipment terminal for grain and oilseeds shipments of on river transport with a simultaneous grain storage of 120 thousand tons, which is located on the left bank of the Southern Buh River;
– land plot No. 2 – a 2.5 ha area to arrange a parking place for trucks, which is located to the north-east of the land plot No.1 across the local road in Sylikatna Str.
The above mentioned land plots, according to the developed Mykolaiv general plan, are located in the recreation area and border the designed territories of an apartment building, an individual building as well as a public building. The territory’s engineering and construction characteristics show that it is suited to the construction of hydro-technical facilities, industrial sites, respective communications, and access roads. Thus, an amendment to the city general plan provides the inclusion of this territory into the area which will meet the land plot target use – industrial, transport, energetics, and defense lands, and other use – river transport land.
The areas intended for the project are undeveloped. Their surfaces are complicated. They are covered with steep slopes and wild plants. Considerable investments are required to make this territory ready for the transshipment terminal buildings and a parking place for trucks.
The project aims at:
– attracting additional investments;
– developing city infrastructure;
– redirecting cargo flows from the roads to inland waterways, thereby minimizing traffic load on highways and improving surface conditions;
– improving the environment of the city by improving the air quality and reducing the impact of motor transport on citizens’ health;
– involving about 1.5 thousand people from 75 contractors and local construction plants;
– creating about 150-200 workplaces for Mykolaiv and Matviivka citizens during the operation of the transshipment terminal;
– replenishing the budget, paying taxes during the construction of the transshipment terminal and its further operation;
– reducing truck flow over the Varvarivka Bridge and the Ingul Bridge, thereby preserving their structures and pavement.
In addition, the transshipment terminal’s construction in Matviivka will contribute to the active river navigation. Thus, this will increase water turnover and oxygen enrichment. The improvement of the river environment and water life activity is directly connected with the minimization of water blooming caused by the river weed and bulrush overgrowth, the river silting by the products from the breakdown of organic substances caused by putrefactive microorganisms.
The areas located in the eastern part of Matviivka microdistrict enables the trucks to move to the transshipment terminal without entering the microdistrict, thereby preventing road damage and deterioration of its citizens’ living conditions.
By redirecting the trucks which enter the city by Mykolaiv-Ulianivka PO6 highway to the transshipment terminal in Matviivka, the company will remove up to 90 trucks per day. This will have a considerable positive environmental impact due to the reduction of vehicle emissions (carbon oxides, nitrogen, sulfur and soot as well as non-methane organic carbons, methane, and benzoperene) by 30 % and will improve the city’s air and, as a result, the health of its citizens.
During the implementation of the given investment project, the company will improve and arrange green spaces in the facility’s sanitary protection zone as well as the territories adjacent to Matviivka microdistrict. With the agreement of the local community, NIBULON will implement a social project to create recreation places on the river banks. The company will equip it with a beach area and a children’s playground. The company will improve and arrange green spaces on the area of 4.7 ha.
In accordance with the Article 3 of the Law of Ukraine “On the Assessment of the Impact on the Environment”, the specified activity is referred to the second category of the planned activities and facilities that can have a considerable impact on the environment and must have an environmental impact assessment, and namely infrastructure facilities(it. 10 of the part 3 of the Article 3): cleaning and dredging of the river beds, construction of hydro-technical structures, specialized sea and river terminals.
An assessment of the production impact on the environment (atmospheric air, soil, water and social environment, water, animal and plant worlds) and risks connected with it, as well as the prevention/reduction of possible negative and increase of possible positive effects will be conducted at the environmental impact assessment stage.
According to the sanitary classification of enterprises, productions and structures, the facility is under class IV with a 100-m sanitary protection zone as a separate technological complex with the transport and technical scheme of transshipment and storage of cargoes making dust and transporting in bulk with the use of storage elevators and pneumatical units that exclude dust discharge and minimize noise effect. The sanitary protection zone will be improved and planted with trees and in compliance with the normative requirements to these areas.
An apartment building is located in the area of influence (2.0 х 2.0 km):
– Matviivka microdistrict, the minimum distance from the apartment building to emission sources on the land plot No. 1 is 100 m, to the land plot No.2 is 240 m;
– along Ofitserskyi Bulevard Str., the minimum distance from the apartment building to the land plot No.2 is 550 m.
Varvarivka microdistrict is located to the north from the areas of the planned activity through the Southern Buh River. Due to its distance, Varvarivka is outside the area of influence from the planned activity: the minimum distance from an apartment building of Varvarivka microdistrict is 2.05 km. The territory does not refer to the areas of natural and reserved land. The cross-border influences from the planned activity are not foreseen. As part of the discussion of the city general plan project and in order to consider the public’s opinion to place a new facility on the Central district (Mykolaiv) territory at the entrance to Matviivka microdistrict, NIBULON will held a meeting on October 18, 2019 at 4.00 pm in Matviivka house of culture (1 Matviivska Str, Mykolaiv).
