The history of Kherson region reaches the depths of centuries. The first sea trade routes of the ancient Greeks were along the Black Sea coast. In XVIII-XIX centuries Kherson region started to supply grain to European countries. Beginning of the XX century was marked by conducting international agricultural fairs in Kherson region and Kakhovka town. On the 23rd of September, 2011 in Kherson region, the 5th annual International Investment Forum was opened in Nova Kakhovka town “Tavrian horizons: cooperation, investment and economic development”. Forum aims to familiarize investors with the economic attractiveness of the region in order to implement innovative economic technologies and models into economy of the region. The Head of Kherson Regional State Administration Mykola Kostyak opened the Forum, in his speech to the guests he said: “Our main objective in the economic development of the region is the active involvement of funds. Our main task is to create attractive and comfortable environment for investment and investors. We took responsibility and began to create such conditions that would not allow corruption of the bureaucratic apparatus. Our priorities are publicity and social partnership… We have developed program of navigation revival. Reconstruction and expansion of river and sea ports are planned. New transshipment terminals are created on the banks of the Dnipro River, which are constructed by “NIBULON” …” This year the forum, which was held from the 23rd to 24th of September, was attended by about 350 representatives of enterprises, companies, local authorities from Ukraine and abroad, “NIBULON” was among them. Among the participants of the Forum there were representatives of companies and diplomatic offices of Poland, the Czech Republic, Germany, Russia, Belarus, Lithuania, UK, Turkey, Bulgaria, Serbia, Austria, Hungary, India, Peoples Republic of China, and Canada. The largest delegation was from Saudi Arabia, headed by His Highness the Crown Prince of Saudi Arabia Sultan Bin Abudurahman Al-Suldari. According to him, it was his first meeting with Ukraine, but not the last one. “This visit created a feeling of respect and love for Ukraine. Since our arrival we have many friends here. We are confident that this visit is not the last one, though it is the first one.” Turkish representatives have also a positive assessment of the investment climate of the region and the country. “We have very good political relations that develop with Ukraine. As neighbors we would like our relationship to be developed in a more active way. The attractiveness of the country for our investors is very high. However, the representation of the Turkish capital is still low. In particular, because of a number of stereotypes about Ukraine and the high level of bureaucracy,” said the Consul General of Turkey in Odesa Hyuseyin Erhani. Deputy Director General on navigation safety of “NIBULON” Andriy Volik presenting the patriotic investment project to the participants of the event said: “Despite the global financial crisis, in 2009 our company started an implementation of the patriotic investment project at a cost of USD 470 million, 230 million of which have already been spent. The goal of the project is the revival of the Dnipro and the Southern Bug Rivers as navigational water ways of Ukraine. Five elevator complexes and two transshipment terminals in Poltava region are already put into operation, one transshipment terminal in Cherkasy, one in Zaporizhzhya and one in Mykolayiv regions. Fleet of the company consists of 24 non-self-propelled vessels and four tugs. The construction of a series of POSS-115 tugs is in a full swing at Mykolayiv shipbuilding yard “Okean”. The first tug of the series was launched on the 31st of May, 2011. The company plans the construction of a series of 30 passenger vessels. In 2011, Kherson region gathered a record grain harvest – 2.5 million tons of grain. Our company plans to increase water cargo transportation up to 2.5 million tons during the navigation season. As a result of the investment program local farmers can reduce the cost of logistical component and increase the profitability of domestic production by an average of UAH 50 per each ton. Non-self-propelled vessels of a carrying capacity of 4500 tons will moor to the berths of transshipment terminals in Novovorontsovka village and Kozats’ke village, and hence it will be possible to export directly to grain importing countries, for example, to Saudi Arabia. Due to increased transportation over water, traffic on the roads of Kherson region will be reduced by 125 thousand cars. In addition, it will save the unique ecology of the region. Bringing the enterprises into force means infrastructure development, allocation to the budgets of all levels, new work places and decent salaries. Estimated cost of the transshipment terminals is UAH 160 million each.” Thus, presentation of investment potential of the region, current and future investment projects, including discussion of prospects of cooperation between authorities and businesses and signing of agreements was held during the Forum. During the Forum, Mykola Kostyak and Andriy Volik on behalf of the Regional Administration and the company investor signed a memorandum of partnership and cooperation, thus affirmed letting the new transshipment terminals on the banks of the Dnipro be, letting the development of the investment program of “NIBULON” in the region be! This proves the public start of large-scale campaign to rapidly reform socio-economic sphere of Kherson region, in which “NIBULON” takes active participation.
